Secret Nottingham City Council report leaked

In 2006, Nottingham City Council commissioned a report by Hardmoor Associates into the way the council works. When the report was delivered it described the institution as "dysfunctional." The council made numerous attempts to prevent the release of the highly critical report. However, in February the Evening Post was able to obtain a leaked copy and now the document has made its way onto a publicly available filesharing site, so its criticisms can be seen by everybody in the city.
