Judge Andreu argues that the attack could constitute a "crime against humanity", which allows for Spanish jurisdiction even if both the victims and perpetrators are not Spanish citizens.
European courts have repeatedly tried to make Israeli leaders stand trial for alleged war crimes. So far, none has been successful.
