In particular they condemned the operation and siege against Sadr city in Baghdad over the past weeks, in which hundreds of people have been killed and hospitals, popular markets and other vital infrastructrue has been destroyed. The action followed similar operations in Basra and that still continuing in Mosul.

It is the policies of the occupation which have pushed the country to civil war in the first place and the amount spent on reconstruction pales in significance compared to the amount spent on the initial DEstruction. It's no use just throwing some money at the problem unless it is spent properly and accountably.
The only way the occupation is helping is by providing a more enticing target for the militias. They'd rather get rid of us first so that they can get their war on undisturbed.
