For 20 years, Tice worked in the shadows as he helped the United States spy on other people's conversations around the world.
"I specialized in what's called special access programs," Tice said of his job. "We called them 'black world' programs and operations."
But now, Tice tells ABC News that some of those secret "black world" operations run by the NSA were operated in ways that he believes violated the law. He is prepared to tell Congress all he knows about the alleged wrongdoing in these programs run by the Defense Department and the NSA in the post-9/11 efforts to go after terrorists.
"The mentality was we need to get these guys, and we're going to do whatever it takes to get them," he said.
Tracking Calls
Tice says the technology exists to track and sort through every domestic and international phone call as they are switched through centers, such as one in New York, and to search for key words or phrases that a terrorist might use.
"If you picked the word 'jihad' out of a conversation," Tice said, "the technology exists that you focus in on that conversation, and you pull it out of the system for processing."
According to Tice, intelligence analysts use the information to develop graphs that resemble spiderwebs linking one suspect's phone number to hundreds or even thousands more.
Tice Admits Being a Source for The New York Times
President Bush has admitted that he gave orders that allowed the NSA to eavesdrop on a small number of Americans without the usual requisite warrants.
But Tice disagrees. He says the number of Americans subject to eavesdropping by the NSA could be in the millions if the full range of secret NSA programs is used.
"That would mean for most Americans that if they conducted, or you know, placed an overseas communication, more than likely they were sucked into that vacuum," Tice said.
The same day The New York Times broke the story of the NSA eavesdropping without warrants, Tice surfaced as a whistleblower in the agency. He told ABC News that he was a source for the Times' reporters. But Tice maintains that his conscience is clear.
"As far as I'm concerned, as long as I don't say anything that's classified, I'm not worried," he said. "We need to clean up the intelligence community. We've had abuses, and they need to be addressed."
The NSA revoked Tice's security clearance in May of last year based on what it called psychological concerns and later dismissed him. Tice calls that bunk and says that's the way the NSA deals with troublemakers and whistleblowers. Today the NSA said it had "no information to provide."

We don't need a whistleblower, we already know Blair is well ahead of the NSA

Blair, and his people data mine ALL Emails and IM travelling on the open internet in the UK, mine all SMS text messages, and track all mobile phone location information. Blair's forces also track vast amounts of similar electronic data in other parts of the world too.
The UK data mining is TOTALLY legal, because it does not target specific individuals. Instead, it allows Blair to track in real-time vast amounts of information about the population. For instance, Blair was able to monitor the effectiveness of his BNP propaganda campaign with respect to voting intentions, and voting numbers, long before polling day.
Blair was also able to manipulate both the Liberal and Conservative leadership elections, by daily tracking the opinions of eligible voters, and modifying press propaganda accordingly.
Free elections can NEVER occur when those in power can read our electronic communications AND control the Mass Media messages that we respond to. With perfect instantaneous feedback, the dream of complete social control becomes a reality.
Of course, if our masters use their new abilities to push us beyond all reason, as Blair is doing with the coming War against Iran, such high stakes may endanger the effectiveness of this control. With greater power comes the very real temptation to attempt that which may be on the extreme of what that power can achieve.
Anyway, as I was saying, the UK is far beyond the US, for the US has no where near the number of overt and covert people tracking systems that Blair has installed here. It is Blair's intent to monitor ALL movement of people outside their own homes, and he is a lot closer to achieving this than in any other country on this Earth. To sell his system of spy-cameras EVERYWHERE , Blair targets the conservatives over fear of crime, and the liberals over 'green' issues. Full spectrum excuses for full spectrum dominance.
In reality, there are far more 'bugging' devices in the UK than almost anybody realises. The explosion of such devices began in the dying days of the IRA (at which time I remember some asian tech website boasting about a truly extraordinary number of cameras they had sold to the UK for use WITHIN London lamp-posts).
Large clusters of cameras are often connected together for face-recognition systems. These are really just test-beds, for no face-recognition system in general operation works to any useful degree yet. The main railway station in Birmingham was a very early site to one such face-recognition system. They are easy to identify, for the cameras are NARROW VISION, FIXED POSITION, and only cover ENTRY and EXIT POINTS of CLOSED ZONES. They are, of course, positioned at flow 'choke points' to maximise the chance of a good face shot (same as speed cameras with car licence plates). Anti-crime security cameras, on the other hand, are ONLY useful if they cover ALL areas where crime may occur. These cameras look and function differently, usually having the ability to turn and zoom. The feeds used for face recognition are split, so that both the usual station security office, AND the visual data processing facility both have access to the same video streams, thus allowing the station authorities to lie about their true purpose. However, the US authorities have much less difficulty owning up to THEIR face-recognition test-bed systems. I guess in the UK, there is a tradition of pretending the security services don't have major presence in the big cities outside of London.
This raises another interesting point. The people that run our Railways can't be bothered to find any money for safety devices, but spend hundreds of millions of pounds installing face recognition systems for Blair's security services. You will also notice that when you would expect to benefit from the millions of cameras Blair has in use, it ALWAYS turns out that the camera was off, faulty, or out of film (for instance, see the story of Blair's underground execution).
One has to look back toward Stalin or Hitler to find another security apparatus as ruthless and out-of-control as Blair's. What the three monsters have in common is the use of massive security operations NOT to save lives, but to ensure that Humans lives are lost in staggering numbers without detriment to the power base of the monster. In our case,as with Hitler's early days, most of the dead have so far been non-citizens. Later, Hitler's actions were to lead to the death of millions of Germans. Stalin's security services were much more murderous to Soviet citizens from the outset.
What can we do to confront Blair's massive abuse of power? While he remains in power, NOTHING! individuals can keep their phones OFF when they travel, use encryption on their Emails and VOIP, and drop official IM services for true P2P communication. This won't bother Blair in the slightest, for his information gathering is of the statistical variety, and the handful of individuals that refuse to allow themselves to be a statistic will not impact the validity of his information.
Blair, and his security apparatus, go hand in hand. Punishment for people within the security services with any morality whatsoever have been ramped to the max via a swath of recent new laws. Of course, it will not always be in Blair's interest to follow through with an actual trial, but people stupid enough to try whistle-blowing will find that they, their family (Blair, like Stalin and the Israelis, insists that family members are ALWAYS targetted) and their friends get a maximum pre-trial 'kicking' (see the events involving the person that revealed the true facts about Blair's underground execution).

CongressDaily reports that former NSA staffer Russell Tice will testify to the Senate Armed Services Committee next week that not only do employees at the agency believe the activities they are being asked to perform are unlawful, but that what has been disclosed so far is only the tip of the iceberg. Tice will tell Congress that former NSA head Gen. Michael Hayden, Bush's nominee to be the next CIA director, oversaw more illegal activity that has yet to be disclosed:
"A former intelligence officer for the National Security Agency said Thursday he plans to tell Senate staffers next week that unlawful activity occurred at the agency under the supervision of Gen. Michael Hayden beyond what has been publicly reported, while hinting that it might have involved the illegal use of space-based satellites and systems to spy on U.S. citizens. ..."
