Each year in February Munic turns into a city in state of exception: political, industrial and military leaders from all over the world take part in the NATO "security conference" to discuss "aspects of security" which means: to plan wars. This years guests: Condoleeza Rice, Donald Rumsfeld and others...

The CIA and the British secret service MI6, in collaboration with the military alliance NATO and European military secret services set up a network of clandestine anticommunist armies [Orwellian term for hiring Nazi fascists] in Western Europe after World War II. The secret soldiers were trained on remote islands in the Mediterranean and in unorthodox warfare centers in England and in the United States by the Green Berets and SAS Special Forces.

The network was armed with explosives, machine guns and high-tech communication equipment hidden in underground bunkers and secret arms caches in forests and mountain meadows. In some countries, the secret army linked up with right-wing terrorists who in a secret war engaged in political manipulation, harassment of left wing parties, massacres, coup d'etats and torture.

Codenamed "Gladio" ('the sword'), the Italian secret army was exposed in 1990 by Italian Prime Minister Giulio Andreotti to the Italian Senate, whereupon the press spoke of the "the best kept, and most damaging, political-military secret since World War II" (Observer, 18. November 1990) and observed that "The story seems straight from the pages of a political thriller." (The Times, November 19, 1990).

Ever since, so-called 'stay-behind' armies of NATO have also been discovered in France, Spain, Portugal, Germany, Belgium, the Netherlands, Luxemburg, Denmark, Norway, Sweden, Finland, Switzerland, Austria, Greece and Turkey.

They were internationally coordinated by the Pentagon and NATO and had their last known meeting in the NATO-linked Allied Clandestine Committee (ACC) in Brussels in October 1990.

Italian Defence Minister MARTINO:

THE MOMENT TO ADMIT ISRAEL TO NATO HAS ARRIVED

Rome, 30 Jan - Defence Minister, Antonio Martino's idea, as stated in Radio 24-Il Sole 24 ore 'Vivavoce' program explained that he speaks on his own behalf, and that he'll discuss this possibility with External Affairs Minister Gianfranco Fini. If Fini agrees, the proposal could be brought to NATO's Defence Minister Heads due to conveine in Taormina on the 9th and 10th of February.


Martino said, "It is necessary to guarantee the security of the state of Israel because the situation is serious and worrisome. In this way, an eventual aggression towards Israel would be considered an attack against all of NATO". source

Limited military strikes on select secret Iranian nuclear sites are being planned by NATO, the Pentagon and some US allies, after concrete intelligence about Iran's WMD programme was revealed by the IAEA.

Western diplomats said that Iran's secret facilities at Isfan and the more sophisticated uranium enrichment plant at Natanz could be initially targeted, although the fully underground Natanz facility is air strike proof.

Natanz is causing greater concern since no Russian expert has visited it nor has Iran sought foreign participation on it.

The US and NATO are evaluating CIA and other intelligences that Iran has almost produced five to six crude atomic devices which can delivered by air, and there is overall agreement between America and a key Nato state, Germany, that the Iranian threat must be countered before it becomes blackmail.

Britain and Germany have mobilised all their resources to stymie Iranian adventurism, while president George W.Bush has authorised select diplomats to persuade important countries to join any showdown with Iran.

The idea is that military strikes could impress Iran to seriously consider deweaponisation, the preparedness for this will be reached by early April, and diplomats said it would have full UN sanction.

The Bush administration's re-characterisation of its "global war on terror" as the "long war" will be seen by critics as an admission that the US has started something it cannot finish. But from the Pentagon's perspective, the change reflects a significant upgrading of the "generational" threat posed by worldwide Islamist militancy which it believes to have been seriously underestimated.

The reassessment, contained in the Pentagon's quadrennial defence review presented to Congress yesterday, presages a new US drive to rally international allies for an ongoing conflict unlimited by time and space. That presents a problematic political, financial and military prospect for many European Nato members including Britain, as well as Middle Eastern governments.

According to the review, a "large-scale, potentially long duration, irregular warfare campaign including counter-insurgency and security, stability, transition and reconstruction operations" is necessary and unavoidable. Gone is the talk of swift victories that preceded the 2003 Iraq invasion. This will be a war of attrition, it says, fought on many fronts.

Donald Rumsfeld, the US defence secretary, suggested at the weekend that western democracies must acknowledge they are locked in a life or death struggle comparable to those against fascism and communism. "The enemy have designed and distributed a map where national borders are erased and replaced by a global extremist Islamic empire."


Mr Rumsfeld denied the Iraq invasion had proved a catalyst for terrorist recruiting - but said al-Qaida and its allies wanted to use Iraq as a central front in the longer struggle. "A war has been declared on all of our nations [whose] futures depend on determination and unity," he said. "As during the cold war, the struggle ahead promises to be a long war."


The Pentagon review proposes a series of measures to equip the US and its allies for the long haul, built around a whopping overall 2007 defence budget request of more than $550bn. They include increased numbers of special forces and unmanned spy aircraft or drones, expanded psychological warfare and civil affairs units (for winning "hearts and minds"), and more sea-borne, conventionally armed long-range missiles. Countries such as Iran will note plans for covert teams to "detect, locate and render safe" nuclear, chemical and biological weapons.


Addressing the International Institute for Strategic Studies in London yesterday, Brigadier General Mark Kimmitt, deputy director of US central command covering the Middle East, said winning the "long war" would necessitate increased "security assistance, intelligence-sharing and advice" for allies. "Regional nations must participate and lead the fight," he said.


A revived, enlarged international coalition would enable the US to "re-posture" its Middle East ground forces once stability in Iraq and Afghanistan was achieved, he said. Ground forces that remained would be quickly deployable elsewhere; and their area of operations would grow to include old and new theatres in south-east Asia and east and north Africa.


Just as important, Gen Kimmitt said, was enhancement of the coalition's ability to forge long-term diplomatic and law enforcement networks to counter the "astonishing" use by al-Qaida and its allies of "physical and virtual domains" such as the internet.


'The fundamental forces at play in the long war should not be underestimated," he said. "An extremist ideology seeks to go back to the era of theocratic dictatorship, repression and intolerance" while employing the latest technology to do so. The movement's aim was to end western influence in the Muslim world and overthrow "apostate" Middle Eastern regimes, he said, and it would not hesitate to use WMD.


The "long war" doctrine, formalising President Bush's earlier division of the world into good guys and evil-doers, is likely to prove highly controversial as its wider implications unfold. Washington will be accused of scaremongering and exacerbating the clash of cultures. In the US itself, the human and moral cost of the post-9/11 wars is already under critical scrutiny, from soldiers' families to the former president Jimmy Carter.


Gen Kimmitt admitted the biggest battle could be at home: "It will require strong leadership to continue to make the case to the people that this war is necessary and must be prosecuted for perhaps another generation."

UN Unveils Plan to Release Untapped
Wealth of...$7 Trillion (And Solve the
World's Problems at a Stroke)

The most potent threats to life on earth - global warming, health pandemics, poverty and armed conflict - could be ended by moves that would unlock $7 trillion - $7,000,000,000,000 (3.9trn) - of previously untapped wealth, the United Nations claims today.


The price? An admission that the nation-state is an old-fashioned concept that has no role to play in a modern globalised world where financial markets have to be harnessed rather than simply condemned. In a groundbreaking move, the UN Development Programme (UNDP) has drawn up a visionary proposal that has been endorsed by a range of figures including Gordon Brown, the Chancellor of the Exchequer, and Joseph Stiglitz, the Nobel Laureate.


It says an unprecedented outbreak of co-operation between countries, applied through six specific financial tools, would slice through the Gordian knot of problems that have bedevilled the world for most of the last century. If its recommendations are accepted - and the authors acknowledge this could take years or even decades - it could finally force countries to face up to the fact that their public finance and growth figures conceal the vast damage their economies do to the environment.


At the heart of the proposal, unveiled at a gathering of world business leaders at the Swiss ski resort of Davos, is a push to get countries to account for the cost of failed policies, and use the money saved "up front" to avert crises before they hit. Top of the list is a challenge to the United States to join an international pollution permit trading system which, the UN claims, could deliver $3.64trn of global wealth.


Inge Kaul, a special adviser at the UNDP, said: "The way we run our economies today is vastly expensive and inefficient because we don't manage risk well and we don't prevent crises." She downplayed concerns over up-front costs and interest payments for the new-fangled financial devices. "The gains in terms of development would outweigh those costs. Money is wasted because we dribble aid, and the costs of not solving the problems are much, much higher than what we would have to pay for getting the financial markets to lend the money."


The UNDP is determined to ensure globalisation, which has generated vast wealth for multinational companies, benefits the poorest in society. It urges politicians to embrace some groundbreaking schemes put in place in the past 12 months to tackle global warning, poverty and disease, based on working with the global markets to share out the risk.
