personnel were absent from Catterick Garrison. As an appreciable amount of
violent crime in Richmondshire was attributable to the Army presence at
Catterick, the war in Iraq is likely to have caused a lower than normal recording of
violence and this should be taken into account in assessing both the Strategy
target and Best Value Performance Indicators 127 a-d.
