Sussex Police have turned their back on vulnerable victims of crime and are knowingly aiding and abetting the persecution and victimisation of an elderly man, abandoned by Sussex Police and Social Services to fend for himself against a dangerous gang of criminals.

Joe Neilson, the key eye-witness in the 1996 Katrina Taylor murder and constant thorn in the side of Sussex Police has been abandoned by Sussex Police under the excuse that the crimes against his property and person are a “civilian matter.”

In an email sent to Sussex Police, the circumstances of his nightmare are laid bare:

Dear Sussex Police,

While I have your attention may I bring to your attention an up-date to an incident which I mentioned in the word document I attached with my initial email.

On the 16th of January 2015 both David Neilson and I were attacked at 318 South Coast Road in Peacehaven. Upon calling for emergency help the police arrested and detained both David and I, while the thugs who attacked us looked on laughing.

Since then the police deemed the incident a civilian matter and the thugs went onto be awarded the front flat of 318 Southcoast road via the civilian courts.

Because the front flat were now in the hands of the thugs who tried to kill David, he fled his flat to an undisclosed location.

Below is the latest email I've received from him on 30 October 2015, which I feel is in the best interests of all that you should be aware of:

Hi Matt.

Now it seems that Waters has put in a Tenant / Heavy (Called Mr. Gladstone Sony Edwards) in the front flat. My cousin who is 6ft’ 3 inches and heavy build has told me this guy is a lot bigger than him. Last week Mr. Hooper went over to check flat and put money on my electric.
He unlocked the communal front door which has 2 locks, He found that he could not open the door and guessed it had had an extra internal look fitted.
He then knocked on the window of the front flat the front door was opened by this man. (I cannot give you proof of the following) But he asked Mr. Hooper what he wanted who told him it was none of his business and said he was going into my flat.( this is the good bit he said that Waters owned both flats) This man phoned Waters who asked for my phone number which he did not give him.
I say they are waiting to kill me I am sure if it was me I would be died. Social Services are covering up elder abuse of myself. My case must be the worst in UK.
One thing Matt has anybody tried to lean on you. I am still sick not getting better.

So it would seem Mark Waters has now illegally taken possession of David's flat too.

I'm not in a position to help him but he's still clearly in fear of his life and unable to return to his home.

Please help him.

To which Sussex Police replied:

Mr Taylor,
Thank you for your further contact. Having read your email it appears, on the face of it, that this issue would also be a civil matter. If the courts have granted a possession order of some sort there is nothing the Police can do with regard to ownership of the property.
The matter would be better resolved if you could contact us on 101, as there are clearly more complex issues. Email is not the most efficient medium of us dealing with complicated contacts.
