The lobby group wants to focus debate on the technical questions which often underlie these issues, and are often overlooked by mainstream media.

For instance the row over Google's Street View cars has left many questions unanswered. These include: "Why was Google developing code to sniff such data?", "How was it possible to integrate such code into software which was not designed to deal with such data?", and "How come no-one noticed the massive pile of data which must have resulted from using the software?"
