Keep Sulaiti Sarah Wahuyo and Gabriel Wahuyo in the UK

Sulaiti and her 2 year old son Gabriel are currently detained in Yarl's Wood IRC and are due to be forcibly removed from UK to Uganda on Wednesday 22nd April 2009 on Kenay Airways Flight KQ101 @ 20.00 to Kampala.

Sulaiti is from Uganda and has been living in Glasgow since October 2008. She is a peaceful and law-abiding woman who needs help and protection from the UK government and is absolutely terrified of being sent back to Uganda.

Sulaiti claimed asylum in UK in October 2008 after escaping from detention in Uganda. She had been imprisoned incommunicado and without trial for 2 years because the Ugandan government suspected her of supporting ADF rebels. During these 2 years she was held in different prison barracks where she was repeatedly raped and tortured by Ugandan soldiers. She was detained in October 2006 by soldiers who came to her house in the middle of the night. Her son Gabriel was just 6 months old at the time and she did not see him again until she escaped in October 2008 with the assistance of her brother in law, an officer in the Ugandan army.

There is evidence to show that Sulaiti will be in danger if returned to Uganda by the UKBA. As a victim of torture and detention, it is unjust of the UKBA to return Sulaiti to Uganda without giving her case due consideration on medical and torture grounds. Sulaiti is currently receiving treatment from the Medical Foundation for Victims of Torture and needs to be able to continue with this to recover from what has happened to her. Sulaiti‚s friends and supporters in Scotland are shocked by her inhumane treatment by the UKBA.

The government's human rights record remained poor. Although there were improvements in a few areas, serious problems remained, including unlawful killings by security forces; mob violence; torture and abuse of suspects by security forces; poor prison conditions; official impunity; arbitrary arrest; incommunicado and lengthy pretrial detention; restrictions on the right to a fair trial and on freedoms of speech, press, assembly, association, and religion; sexual abuse of internally displaced persons (IDPs) in camps; restrictions on opposition parties; electoral irregularities; official corruption; violence and discrimination against women and children, including female genital mutilation (FGM) and sexual abuse of children; trafficking in persons; restrictions on labor rights; and forced labor, including child labor. The law criminalizes rape; however, the government did not consistently enforce the law. Although the government arrested, prosecuted, and convicted persons for rape during the year, the problem was underreported, and most cases were not investigated. Of the 477 rapes that police recorded, 115 were taken to court; there were no convictions. Domestic violence against women, including spousal abuse, remained common, and reports of such incidents continued to increase.
