Should Venezuela Gov. Pay Europe’s Illegal-Cocaine Rehab Costs?

Colombia’s Terrorist FARC organization derives most of its supporting income charging South American illegal-drug-traffickers protection to move Cocaine from Venezuela and other countries through Columbia—before smuggling it into the United States. FARC is the acronym in Spanish for “Revolutionary Armed Forces of Colombia.” The FARC has become infamous for exhortation, kidnappings, maiming, and murdering thousands of civilians.
Last March the Colombian military killed FARC “second-in-command” Raul Reyes. According to Interpol and other government police agencies, hundreds of emails were found on Reyes’s laptop computers that expose President Hugo Chavez as an accomplice of the FARC’s jungle based “Narco-Terrorist Enterprise” that ships tons of cocaine to United States via Venezuela, Equator, and Columbia: if police agencies’ allegations against Hugo Chavez are proven true, shouldn’t Hugo Chavez and/or the Venezuelan Government reimburse the U.S. and European Governments for past and current costs of treating/rehabilitating Cocaine Addicts?
Venezuela has billions of dollars in assets in Europe and America that might be lawfully attached?
