The U.S. has admitted for the first time that it is working to undermine the President of Zimbabwe Robert Mugabe.
A U.S. State Department report published on Thursday acknowledged that it was supporting opposition politicians in the country and others critical of Mugabe, despite the fact that Washington does not officially support regime change.
The State Department also admitted sponsoring events aimed at "discrediting" statements by Mr. Mugabe's Government.
The report will be seized on by Mr. Mugabe, who has repeatedly charged that the U.S. and Britain are seeking to topple his regime.
The State Department's fifth Supporting Human Rights and Democracy report sets out in detail actions the U.S. Government is taking worldwide to promote human rights.
The report has had a troubled history. Three years ago publication had to be delayed when details emerged about U.S. human rights abuses at Abu Ghraib prison just outside Baghdad.
The report says that while Zimbabwe is nominally democratic, the Government is "now authoritarian."
Zimbabwe has the world's highest inflation rate and suffers from shortages of food, hard currency, petrol and essential imports. The country's Catholic bishops said last month that health, education and other public services "have all but disintegrated."
