Police use Fixed Penalty Notices At EDO

they accused a protester of breaching Sec 5 of the 1986 Public Order Act
The protester was issued with an eighty quid FPN - however, not to worry if you ask for FPNs to be challenged in court and do not simply pay the fine the police will be forced to hand it on to the CPS
There is no chance of police obtaining a conviction in this case
FPNs are useful to the police when they do not have enough evidence for a prosecution, most people simply pay the fine because they are afraid of prosecution
