Racism in Manchester Social Services

I am regularly told by people who work for them that they are badly treated, regularly abused in relation to race, sexism, disability etc by both managers and co-workers.
I always thought that Manchester was against all forms of discrimination, having so many policies and being a city that prides itself on events like Gay Pride, the Moss Side Carnival and having the first Muslim Lord Mayor.
But what I am learning is that underneath the facade of equality, is a sham built upon false ideals, polite smiles, ridicule and degredation.
Why doesn't the council try sorting out the problems of racism, sexism and disability discrimination in Manchester, before paying to send their man to Israel, to solve the racial problems between Jews and Pakistanis there.
