The PayPal FSA Register Number is 226056.
Entering this FSA Register number int the "Company Search" engine at the FSA reveals the names of the parties responsible for various activities. Each person has an FSA Search Number, using this it is possible to see other organisations regulated by the FSA that the individual has. Along with names are Job titles. As can be seen, Lord Birt is a "Non Executive Director".
Lord John Birt (JXB01991) Non Executive Director
to look up other organisations the FSA might regulate Lord Birt for put the JXB01991 into the appropriate search mechanism. Instructions can be found on the site.
The full Board Of Directors of Paypal (Europe) Ltd, (those Individuals Regulated by The FSA), are
Lord John Birt (JXB01991) Non Executive Director
Mr Robert Charles Caplehorn (RCC01065) Director
Mr David Graham Clarke (DGC01054) Director, Compliance Oversight, Money Laundering Reporting
Mr Dennis John England (DJE01076) Internal Audit
Mr Mathias Wilhelm Dietrich Entenmann (MWE01015) Non Executive Director
Mrs Mary Moll Hentges (MMH01031) Non Executive Director (previously Miss Mary Moll)
Mr Geoffry Mard Iddison (GMI01002) Director, Chief Executive,Apportionment and Oversight
Mr Jeffrey Dalton Jordan (JDJ01028) Non Executive Director
Mr Christian, Paul, Roger Maurin (CPM01080) Non Executive Director
Mr Douglas Stuart McCallum (DSM01082) Non Executive Director
The Duties of Non Executive Directors are clearly laid out in Law. Among these Duties are to promote the fulfilment of the
findings of the Cadbury Review on Corporate Governance. In short, to ensure the Company Behaves to the highest possible standards of Public Life.
Given that the Leader of the BNP, among others, is currently on Trial for Incitement to Racial Hatred in Leeds, it may be time for the Non Executive Directors to pause, reflect and advise their fellow Board Members on the requirements of Good Governance, and the consequence of failures as these relate to PayPal Europe.
The FSA has issued a comprehensive, yet technical, document
http://fsahandbook.info/FSA/html/handbook/ELM
that describes the standards expected and against which complaints can be made. The sheer volume and technical nature means that the only snippets that seem to emerge that are comprehensible to the lay person are statements such as:
"For the avoidance of doubt, it is the FSA's view that, where it has an establishment in the United Kingdom,
an ELMI is subject to the Money Laundering Regulations. In addition, [the Money Laundering sourcebook]
ML applies to every ELMI."
The suggestion that money laundering is going on is not being made. Yet, the idea that a political party would eschew the high street bank and raise cash through PayPal is incredibly modern - and incredibly suspicious. By remaining behind the anonymity of the web, the BNP inadvertently suppress free speech. The opportunity exists for PayPal to publish, on line in real time, the names of beneficiaries and donors to all political organisations using PayPal as a fund raising mechanism. This does not happen. This endangers the Free Speech of the BNP.
Such clear honesty would allow the BNP to exercise their freedom of speech while ensuring they make obvious who their hidden bankers are. It would remove this modern approach to fundraising from suspicions that cash is being raised through PayPal - for example on eBay - by the possible peddling of borderline pornography and unsolicited material. (See below).
The Role of Lord Birt in all of this is to clarify things to other Directors. Not only to remove suspicion but to promote free speech and the return of Political Parties to their Constituents. If this means the short term removal of PayPal as a conduit for funds to the BNP, that is absolutely necessary. A Tragic Necessity that must be articulated to the rank and file. No Political Party should be in thrall to Bankers - as the BNP clearly is - for the destructive effect Bankers are having on the Party is only too clear.
It is a difficult decision for any politician - but it is one Mister Griffin is faced with making: end fundraising through PayPal now to ensure Free Speech Prospers or allow His party to be siezed by pornographers, paedophiles, arms dealers, organised criminals and terrorists with their endless criminal scams and the inevitable collapse of his Nationalist Dreams.
All because PayPal failed to consider the details required to allow a Political Party to use their Service. All because PayPal do not enforce the public posting of all Political transactions into the Public Domain. All because PayPal do not use their sophisticated Money Laundering Analysis Software, Expertise and Powers to ensure that no suspicious transaction can go unexamined when it comes to Political Finances. Keeping Party Finances impeccable may be the least of the worries for the BNP at this present moment. But it will only grow as more suspicious transactions are reported.
The difficulty for Lord Birt is not that he will be embarrassed by association with the BNP - or Heretical Press, or Former Combat 18 Members - but that he has a difficult and sensitive task. As a Non Executive Director, how can he advise Mister Clarke or Mister England (see above) to freeze the PayPal Account of the BNP when there are others who would apparently seek to usurp the Party's legitimate fundraising conduit with phishing and scamming and other reprehensible acts - in return for favors of suspiciously unpleasant kinds.
All of which is destroying the Party from within - Anti-Fascists
might rejoice at this but should pause to think: it the BNP destroys itself it will be because of the internal criminal moles, those Bankers Within.
The Problem for Lord Birt is simple: how can he suggest to the board that suspending the Paypal Accounts of the BNP gives a Legitimate Party the opportunity to trace all of the transactions - using the financial expertise of PayPal - to ensure their cleanliness. This would undoubtably prove the suspicions of the uncharitable to be false. The Financial Services Authority would not need to discipline any of the regulated Board of Directors and business could prosper - secure in the knowledge that the BNP has opened a new market up for PayPal.
The BNP can rest assured that PayPal will establish a clear and useful corporate model for all Political Parties. A Model that takes the hidden bankers out of the BNP and removes the cloud of suspicion among some. A cloud that hangs over some more than others.
Some Names and emails have been changed to incriminate the guilty and protect the innocent. Cheers, Nigel.
