Noam Chomsky was one of the speakers at the World Social Forum in Porto Alegre in early February, 2003. Recordings of his presentation have made it to DemocracyNow and other places on the web. Here's a copy from Alternative Radio. It's not the whole speech, but the lion's share of the talk and longer than the DemocracyNow clip or any other version I've found.

He discusses the unprecedented antiwar mobilization in the context of rising protest against global empire and resistance to imperialism, among many other subjects.
