1) REPORT: WEAPONS INSPECTION OF RAF FAIRFORD

On Sat 14th Dec a 500 strong demonstration marched on RAF Fairford, & demanded entry to the Base for the purpose of conducting an inspection for weapons of mass destruction. The Gloucestershire Weapons Inspectors  http://www.gwi.org.uk led the march through the Village of Fairford. On their previous visit to the base, on Halloween, their final words were 'we'll be back'. Return they did on the 14th, with 500 citizen weapons inspectors to back them up.
Anti-War protesters from as far as Manchester & Brighton joined this high-spirited demo. As they marched through the Village, villagers came out of their houses to offer support. Once at the Base the Gloucestershire Weapons Inspectors demanded entry to Base while Protesters sang 'let us in, let us in' to the tune of frere jaque.
Security guards looked on while a small U.S flag flapped in the winter breeze behind the Main Gates.
Speakers from participating groups then spoke, courtesy of a bicycle powered P.A from Stroud. The Mayor of Stroud, John Marjoram, gave a passionate address. A model Stealth Bomber, carried by 3 people, then swooped over the protesters who screamed & 'died' in its path. During
this time 20 protesters managed to cut the fence & 'invade' the base. The vulnerability of the base was demonstrated. No arrests were made.
This demonstration was called by Bristol-Stop-The-War in response to the arrival of U.S Stealth Bombers at RAF Fairford in Nov. Although the Bombers have returned to the U.S, it is believed they will soon return for the purpose of conducting carpet-bombing of Iraqi cities. This will place towns & cities such as Bristol, Swindon, Oxford,
Gloucester & Stroud in the frontline of the U.S War for Oil. So, in the words of George Orwell, are we now just 'Airstrip 1'?

Received wisdom has it that our government is gearing up to bomb Iraq. Many people in Bristol have pledged themselves, if this happens, to do collective direct action & civil disobedience. It would be helpful if others understood what these 'pledgers' were trying to do, knew the best ways to support them, & for these 'pledgers' themselves to gain more experience in order to effectively spike the UK war effort.
SO EVERYONE WHO DOES IT IS GOING TO GET ARRESTED? Not
necessarily. Part of the training involves how to build good dependable support groups of 2 or more people - 'affinity groups'. Each group will include people who are prepared to be arrested, & others who take photos, act as legal observers, hold banners, work on de-fusing unpleasant situations, or look after the sandwiches.
WHY AFFINITY GROUPS? This is a well-tried tactic on big demo's - especially where the police seem likely to wade in heavily, but even where you know they won't. It means that people can look out for one another, look after one another, & help to defuse any potentially threatening situations. It's a way of building solidarity.
WHAT'S THE MAIN POINT OF THIS TRAINING? It's a way of getting people to think about issues of non-violence & violence, about what they personally are prepared for, & prepared to do, in various civil disobedience & direct action situations. It's all aimed at getting people to think about situations, to gain clarity & self-confidence
through being prepared beforehand, & knowing where they stand.
IS THERE LEGAL ADVICE INCLUDED? There is a component explaining basic rights of assembly & the public highway, the law on obstruction, your rights before, during, & after arrest, & related matters . This can give a great deal of reassurance, particularly to people who've never done direct action before. Refusing to comply with police orders can be an empowering thing when you're prepared for what the consequences are.

We call upon everyone to converge at the Peace Vigil on the evening following the 'official' outbreak of war with Iraq. Preparations for war intensify with each day that passes. Our response is to build our movement day by day, & to shut down our city on the outbreak of war.

Every day that passes it gets clearer that the only real interest Blair & Bush have in the provocative new 'weapons inspection' is the chance it will give them to dress up their own criminal war plans in the sheep's clothing of international law. Meanwhile, U.S Stealth Bombers are being slipped into RAF Fairford in readiness for the state terrorism to be unleashed upon the heads of Iraqi citizens.
Now that Iraq has accepted the return of weapons inspectors, & provided the detailed inventory demanded, Bush & Blair are working harder than ever at refusing to take 'Yes' for an answer. 'After handing over 12,000 pages of documentation to the UN, Iraq challenged the U.S & Britain to produce evidence that it still has weapons of
mass destruction. The U.S & Britain will insist the onus is on Iraq to prove that it has no weapons of mass destruction, as it claims, rather than for them to prove that it does' Guardian (10/12/02).
This Alice-In-Wonderland logic means only one thing, despite the failure to quell growing public disquiet at the prospect of a war fought on behalf of BP & Exxon, the crisis driven Blair government wants to bounce Britain into a Washington-led war for oil. Ever since UN resolution 1441 was passed British & U.S warplanes have day after day bombed Iraq's so-called 'no-fly zones' ever more heavily,
desperately hoping to draw a response which could be presented as 'justification' for war. Despite Kofi Annan's insistence that anti-aircraft fire does not constitute the 'material breach' claimed by the U.S the bombing continues to intensify. So, far from exercising a 'moderating' influence on Bush, the New Labour government is plunging Britain into an open-ended warmongering alliance with Washington versus all-comers. The use of RAF Fairford as a launch pad for U.S led aggression is in line with similar patterns for Fylingdales, Menwith Hill & other British bases.


6) PEACE VIGIL ACTIONS : WED 15th & SAT 18th JANUARY
The former UN Attorney General*, Ramsey Clarke, has issued charges of Crimes Against Humanity against George Bush Senior. These charges relate to crimes committed against the people of Iraq following the UN deadline of Jan 15th 1991, as the date for Iraq to pull out of Kuwait. By 28th Feb 1991 the US had flown 110,000 aerial sorties, & dropped 88,500 tons of explosives on Iraq (the equivalent of 7 l/2
Hiroshima bombs).

*THE ATTORNEY GENERAL: As head of the Department of Justice & chief law enforcement officer of the Federal Government, represents the U.S in legal matters & gives advice to the President & to the heads of the executive departments of the Govt. The Attorney General appears in person to represent the Govt before the U.S Supreme Court.


7) NATIONAL DEMONSTRATION : 15th FEBRUARY
The next National Demonstration against the Invasion of Iraq will be held on Saturday 15th February. This event will be co-ordinated with Events & Demonstrations across the U.S, Europe, & the Wider World.

Considering the devastation inflicted on Iraq 12 years ago (see above), the 12 years of continuous bombing since then, & the 12 years of punitive sanctions (themselves responsible for the deaths of over 500,000 Iraqi children), George Bush Senior's Crimes Against Humanity may well become an act of GENOCIDE aided by Bush Junior & Blair.


8) NEWS: THE 'SECRET' WAR ON IRAQ

"The U.S & British attack on Iraq has already begun. While the Blair govt continues to claim in Parliament that 'no final decision has been taken', Royal Air Force & U.S fighter bombers have secretly changed tactics & escalated their 'patrols' over Iraq to an all-out assault on both military & civilian targets. U.S & British bombing of Iraq has increased by 300%. Between March & Nov, according to M.0.D replies to MPs, the RAF dropped more than 124 tonnes of bombs.
Under the U.N Charter & the conventions of war & international law, the attacks amount to acts of piracy: no different, in principle, from the German Luftwaffe's bombing in Spain in the 1930s as precursor to its invasion of Europe. The bombing is a 'secret war' that has seldom been news. Since 1991, & especially in the last 4 years, it has been unrelenting & is now deemed the longest Anglo-
American campaign of aerial bombardment since World War Two.
The U.S & British govts claim they have a U.N mandate to police so-called 'no-fly zones'. They say these 'zones', which give them control of most of Iraq's airspace, are legal & supported by U.N Security Council Resolution 688. This is false. There are no references to no fly zones in any Security Council resolution. To be sure about this, I asked Dr Boutros Boutros-Ghali, who was Secretary General of the U.N in 1992 when Resolution 688 was passed. 'The issue of no fly zones was not raised & therefore not debated.' he said.
Mr Blair claims the no fly zones allow the U.S & Britain to
perform 'a vital humanitarian task' in protecting the Kurds in the north of Iraq & the ethnic Marsh Arabs in the south. In fact, British & U.S aircraft have actually provided cover for neighbouring Turkey's repeated invasions of northern, Kurdish Iraq. Turkey is critical to the U.S. Overseeing the oilfields of the Middle East & Central Asia,
it is a member of Nato & the recipient of billions of dollars worth of American weapons & military equipment. It is also where British & U.S bombers are based." John Pilger (20/12/02)

CND CHALLENGES LEGAL CASE FOR WAR
While the Govt constantly assures Parliament & the British public that it will go to war only under international law, it is refusing to be bound by the English courts. CND obtained a strong opinion from Rabinder Singh QC & his colleagues at Matrix Chambers(17/12/02) that the current U.N Security Council resolution 1441 on Iraq does not
authorise the use of military action. CND has challenged the legality of the Govt's intention to go to war without direct & unambiguous authorisation from the U.N. The Govt has now blocked further discussion in the English courts. Carol Naughton, Chair of CND, said: 'The Govt wants the freedom to ignore international law when it suits it. War on Iraq will kill thousands, possibly hundreds of thousands, of innocent civilians. Our intention with this legal challenge is to show that the proposed war contravenes international law & to prevent the British government committing a war crime.'
