The call by AC!, French network of unemployed
organizations in France for the demo in Sangatte on
december 15th.
This demo, on the French side, is called by Csur, the
collective from Calais, gathering about 30 organizations,
and at the national level called by AC!, the GISTI,
supported by different other groups including Act-up...
which fight against discrimination and law-an-order
policies...

Sangatte, laboratory of the law-and-order policies

Four months before the scheduled date, after a deal agreed
by the French and
British governments, Sangatte will be definitely closed on
December 30th.
We had been promissed an Europe of freedoms, which we are
further and
further from reaching; and never mind the Euro, as long as
they agree on the
batons !

In France the Loi de Sécurité Quotidienne (LSQ,
anti-terrorist bill),
adopted by the Left in november 2001, is being implemented.
Those who can’t
afford to pay for their train ticked are facing a 7500
euros fine and a six
months prison sentence.
Today, the new Home Security law-proposal wants to
criminalize even more the
without-papers, without income, homeless, prostitutes,
squatters, ravers
etc. by making permanent the social war against all the
socially insecure.

This law-and-order policy reaches a climax in Calais where
some very
impressive police forces are deployed (3500 CRS -riot
police- in the area.)
Police violence against refugees has multiplied since the
closure of
Sangatte on november 5th ; control over their movements is
focussed on the
potential point of crossing, far from Calais, in stations
where trains
arrive from Italie (Paris-Bercy) ; in stations of transit
before England
(Paris Gare du Nord) ; in the stations of Lille, Calais,
Dunkerque, Caen
etc.

Through reinforced controls, the power tries to discourage,
to disperse, to
make migrants invisible.
Their wandering aims at finding in England some conditions
a bit less
unacceptable than anywhere else : access to housing, to a
small income, to
health services, to employment. These conditions are put
into questions by
the levelling down of social policies, specially for
immigration and asylum.
The State of exception would then become the European
standard…

The sans-papiers excluded from the Sangatte centre occupied
two gymnasiums
and a church. At the request of the Mairie and the
Prefecture, they were
evicted by the police.
A « prefectoral scheme with a humane face » sends everyday
sans-papiers
everywhere in France, in Housing Centres for Asylum Seekers
(CADA) whilst
those who do not accept this « offer » are continually
chased and harassed.
Today Blunkett and Sarkozy’s lottery just ignores the
migrants’ desires and
choices, who are condemned to precarious living conditions
in France or
England, to disappearance into the black market, or to
deportation back to
a country in war.

We demand that, in Calais as well as in any other place,
the rights of
migrants and those living in social insecurity are
respected :

- for freedom of movement and settlement
- for the right to housing, health services, income
- for the global legalisation of sans-papiers, with a ten
years residence
permit, giving the right to access the common social
protection
- for the repeal of the LSQ and of the LSI law-proposal
(anti-terrorist,
home-security bills),

on december 15th, during the coordinated day of action
against law-and-order
bills, we call for the demo in Calais, at 3 pm outside the
town hall.

Sangatte, expérimentation des politiques sécuritaires

Quatre mois avant la date prévue, après un marchandage
conclu entre les
gouvernements français et anglais, Sangatte fermera ses
portes le 30
décembre prochain. L'Europe des libertés qu'on nous avait
promise est bien
loin: visiblement on n'a pas besoin d'être d'accord sur
l'Euro pour être
d'accord sur les coups de matraques !

En France, la loi de sécurité quotidienne (LSQ), adoptée
par la gauche
plurielle en novembre 2001, commence à s'appliquer. Elle
prévoit, entre
autres, de condamner à 7500 euros d'amende et d'emprisonner
pour six mois
ceux qui n'ont pas les moyens d'acquérir leur billet de
train.
Aujourd'hui, le projet de loi de sécurité intérieure veut
criminaliser plus
encore les sans revenu, les sans-papiers, les sans
domicile, les personnes
qui s'adonnent à la prostitution, les squatters, les
teuffeurs etc. tendant
ainsi à rendre permanente une véritable guerre sociale
contre tous les
précaires.

Cette logique sécuritaire atteint l'un de ses sommets aux
alentours de
Calais où sont déployés d'impressionnants effectifs
policiers (3500 CRS.)
Depuis la fermeture du centre de Sangatte le 5 novembre,
les brutalités
policières contre les réfugiés se multiplient. La
surveillance de leurs
déplacements s'étend bien au-delà de Calais pour s'exercer
sur l'ensemble
des points de passage potentiels: gares d'arrivée des
trains venant d'Italie
comme Bercy ; gare de transit vers l'Angleterre comme la
Gare du Nord, gares
de Lille, Calais, Dunkerque, Caen etc.

Avec ces contrôles renforcés, on cherche à décourager, à
disperser, et pour
tout dire à rendre invisibles ces migrants. Leur errance
vise à trouver en
Angleterre des conditions d'accueil moins inacceptables
qu'ailleurs: accès à
un logement, à un revenu minimal, à la santé, à l'emploi.
Autant de
conditions mises en cause par la tendance à l'harmonisation
vers le bas des
politiques sociales et des garanties appliquées aux
justiciables en Europe,
en particulier en matière d'asile et d'immigration. L'état
d'exception
deviendrait ainsi une norme européenne...

Les sans-papiers exclus du centre de Sangatte ont occupé
successivement deux
gymnases puis une église. Ils ont, à la demande de la
Mairie puis de la
Préfecture, été expulsés par la police. Un "dispositif
préfectoral à visage
humain" expédie chaque jour des sans-papiers aux six coins
de l'hexagone
dans des CADA (Centre d'Accueil de Demandeurs d'Asile)
tandis que ceux qui
n'acceptent pas cette "offre" sont en permanence
pourchassés.
Aujourd'hui, entre existence précaire en France ou en
Angleterre,
disparition dans la clandestinité ou expulsion vers un pays
en guerre, la
loterie Blunkett-Sarkozy ne laisse aucune place aux choix
et désirs des
migrants.

Nous exigeons, à Calais comme ailleurs, que soient
respectés les droits
fondamentaux des migrants et de tous les précaires:

- liberté de circulation et d'installation
- droit au logement, à la santé, au revenu
- régularisation de tous les sans-papiers par carte de
dix ans, ouvrant
droit à l'ensemble de la protection sociale
commune
- abrogation de la LSQ et retrait du projet Sarkozy
(LSI) !

Dans le cadre de la journée coordonnée contre les lois
sécuritaires, nous
appelons à manifester à Calais, à 15h devant la Mairie le
15 décembre.
