No incentive has been introduced to assist Afghans to produce wheat instead. The heroin is processed by our Coalition ally, Pakistan and smuggled through the NATO controlled Balkans, the traditional route to Britain. Less than 2% is intercepted by customs, but our prisons are full of the abusers, suffering from addiction, to GM poppy.
