Main news in Argentina, 23rd April, 2002:
Important demonstrations in the main capital city. and disturbs in the provinces as the government fails in their first attempt to convert saving accounts money into 10 years bonds (treasury papers).

There are about 2000 students marching to the national congress where thousands of people have
been gathering since this morning. Petrol price increased again in many petrol stations (up to 60%).
Credit and debit cards are not accepted in petrol stations and many shops are running stockless.
Some night trains have been suspended (to Mar del Plata so far). The government is said to be discussing
about pegging the peso to the dolar again (now 2:1) and impossing new further restrictions on bank accounts.

Trade unionists and governors (from both main political parties) are said to have been called by the president
Duhalde to the presidential residence in Olivos. There are already demonstrators in that residence.
Foreign media (BBC) is said to keep calling "for more adjustments" in the country's fiscal budget.

17:17 Three ministers, De Mendiguren (industry), Gabrielli and Capitanich have been said to have presented their
resignation to the president, who still hasn't accepted them. Duhalde was still waiting to meet Reuteman, Santa Fe's
governor, before meeting the other ones. It is said that the demonstration presently taking place in the congress
will move to the main square " Plaza de Mayo".

!7:00 hs. 300 unemployed have occupied the building hosting Buenos Aires regional government social promotion offices
asking for food. Similar demonstrations have been seen today in many places all around the country.
The main road giving access to Santa Fe city has been blocked by demonstrators asking for non-discriminative sudsidies
(Translator note: these promised (not yet delivered) subsidies have been said to have been specifically provided to some people in order
to get social support for the government, and so many people feel they are going to be used as a weapon to get support/votes).

IMF mission in Argentina is close to an end. The indian IMF delegate left some duties for the government.
In addition to asking for an end of the "corralito" (i.e. bank savings that are being denied to their owners by
banks and building societies under a government law to protect them sliping into bunkruptacy ), i.e. allowing
banks not to return their clients savings, the IMF delegation has required the government to pass a law in order to
increase legal warranties for bankers so that they cannot be arrested or prosecuted. Meanwhile, strikes and demonstations, including
the occupation of public buildings all round the country, are taking place in different points. In San Juan, Cordoba, La Plata, Tucuman,
Catamarca, Salta and Neuquen public empoyees have demonstrated because April salaries have not been payed yet. Local governments
officials have recognized today (22/4/02) their fear of new social disturbs. Financial sofocation in the provinces, together
with the increasing size of petrol, the increase in public services bills, inflation and the fall of productivity (that could reach 11%
in this month, after a decreasment of 18% last month according to official estimates), some think could led to a another social explosion.
