Channel 4 and the makers of the controversial Brass Eye episode about paedophilia could face criminal charges.
A Scotland Yard report claims those responsible should be prosecuted under the Protection of Children Act.
Charges are relating to the taking, making and showing of indecent photos of youngsters.
Ex-Detective Superintendent Michael Hames was one of the high-profile figures duped into appearing in the programme.
He told News of the World: "They claim it was satire, but to me it was just sick."
Mr Hames, a former head of the obscene publications squad, continued: "They showed a number of images which I felt very uncomfortable about.
"Some were not only obscene but also posed the question whether child protection laws had been breached."
It is unclear whether Brass Eye writer and presenter Chris Morris will be under investigation.
