For anyone suspicious of a single shortened link without much context, it's a memo from Harold MacMillan to Thatcher dated August 1980 outlining his analysis of what he sees as various economic problems and how he thinks they should be overcome. Lots of talk about the need to reduce wages and increase productivity. Makes interesting reading.

Pretty lazy of the original poster not to bother writing any extra explanation or analysis.
