EDO MBM and the 'Kill Chain'. R&D into New micro weapons for drones.

x | 28.06.2012 22:50 | Smash EDO | Anti-militarism | Technology | Terror War | South Coast

15 May 2012. John Eaton, an EDO MBM Director and weapons system inventor gives a presentation to the National Defense Industrial Association in Washington about EDO MBM's current internal research and development work.

An abstract and PDF of a powerpoint presentation confirm EDO are at the heart of the global killer drone industry as developers of micro bomb racks for US parent company ITT Exelis.

ITT Exelis already supply the bomb racks for the MQ-9 Predator B/Reaper drone used by the CIA and US Special Forces to carry out extra-judicial assassinations. These attacks that have murdered hundreds of civilians in Afghanistan, Pakistan and elsewhere.

Title: Abstract Text:

Enabling effective introduction of next generation small payload capabilities

Presented to

NDIA Joint Armament Conference 2012

15th May 2012

John Eaton
Director, Design
EDO MBM Technology Ltd
 john.eaton@exelisinc.com

Reviewing trends in new platforms has determined that truly flexible responses require new approaches to the delivery of small non traditional weapons from non traditional airframes involved in the kill chain.

This change is being driven by the real world challenges of Pace, Performance and Politics where a cold war budget planning cycle would appear to be a luxury that has disappeared forever. The introduction of next generation capabilities onto new airborne platforms requires an ongoing employment of key enabling technologies to provide the warfighter the constant continuous improvement of capability that the emerging threat demands.

The paper focuses in onto how workable “best of class” technologies enable the introduction of micro payloads onto non traditional ISR and weapons platforms to deliver high integrity means of safe carriage and release of micro weapons.

The drive of micro weapons onto specifically COIN and ISR manned and unmanned platforms required a complete systems level review of what the interface from platform to payload demands and how safety protocols demanded by fast jet air vehicles can be supported on low technology platforms.

The paper reviews some works to date in this area and reviews how best practices and system level thinking is essential as small weapons not only become more complex but available for use on such a wide array of airborne and cross forces platforms.

The works to date tracks specifically ITT R&D projects (WASP and HORNET) and how they have succeeded in delivering common system building blocks independent of the weapon system.

The systems have been utilised in trials mimicking next generation armed ISR platforms (both manned and unmanned) with a variety of payloads ranging from sub ten pound munitions to resupply systems for distributing equipment to the field.

In summary the paper aims to deliver an understanding from the author of the following main areas: - Impact of air integration onto delivering rapid capability upgrades - Systems level “best in class” technologies enabling small ISR platforms - Lessons learnt to date from ITT IRAD works to date on micro payload development

This link shows regular MoD contracts for EDO MBM that are mainly 'design services'. This suggests regular R&D work for the UK military,

www.companiesintheuk.co.uk/PublicSpend/transactions/transactions/edo-mbm-technology/36301?skip=0

In order to carry out this work EDO MBM will be classified as a 'List X' site.

 http://en.wikipedia.org/wiki/List_X_site

Companies can lose List X site status ( and therefore R&D contracts) if they fail to maintain security of their site from the breaches by outside inspectors.

It follows that even a minor breach of EDO MBMs security threatens their economic future.

Now that the full story behind the expulsion of three Jewish supporters of Smash EDO is out in the open it is time for the campaign to fess up, make a statement and issue an apology.

Smash EDO, the Brighton based campaign dedicated to closing the local EDO arms factory betrayed its principles and stated creed when it asked three Jewish members to leave the group following a request from new members attached to the Palestinian Solidarity Group at Brighton University. The excuse being that these PSG members had previously been to Israel and felt "uncomfortable" around Jewish people, a more obvious case of clear antisemitism it would be difficult to find. Smash EDO in the face of falling support and membership grabbed the chance to get an increase in people but at the cost of bigotry and racism.
There was a clumsy attempt (regretfully aided by some of the mods here) to try and hide the expulsion with Smash EDO insiders refusing to discuss it and referring to the issue as "an internal matter that is now closed" however with the whole issue now blown wide open by the article in 'Schnews' magazine and the discussions on a number of Arms Trade Protest internet boards that has failed.

Smash EDO needs to be open and to issue an apology.

A 19 April 2010 US Army solicitation states

" The US Army Aviation and Missile Command (AMCOM) Program Executive Office (PEO) Missiles and Space (M&S), Program Management (PM) Joint Attack Munition Systems (JAMS), on behalf of the war fighter, seeks information from industry on weapons systems ready for production and suitable for integration on the RQ-7B with POP 300D laser designator payload Shadow Unmanned Aircraft Systems (UASs). Potential weapons systems must be ready to field within 12 months from the date of a potential contract award."

August 2011

"The Department of Defense (DoD) intends to issue a Broad Agency Announcement (BAA) as contemplated in FAR Parts 35.016 and 6.102(d)(2) for the Rapid Innovation Fund (RIF) on or about September 8, 2011. The DoD Components participating in this BAA may include the Defense Advanced Research Projects Agency (DARPA), Defense Microelectronics Activity (DMEA), Defense Logistics Agency (DLA), Defense Threat Reduction Agency (DTRA), Joint Science and Technology Office for Chemical and Biological Defense (CBD), Missile Defense Agency (MDA), National Geospatial Intelligence Agency (NGA), and U.S. Special Operations Command (USSOCOM).

The RIF program was established to facilitate the rapid insertion of innovative technologies into military systems or programs that meet critical national security needs, such as those supporting the resolution of operational challenges characterized by Joint Urgent Operational Needs (JUONs). The RIF program also intends to facilitate innovative technologies that show a clear transition path to fielding the technology into existing Acquisition Category (ACAT) programs or other defense acquisition programs.

NOTE on JUON's

A Joint Urgent Operational Need (JUON) is an urgent operation need identified by a combatant commander involved in an ongoing named operation. A JUON's main purpose is to identify and subsequently gain Joint Staff validation and resourcing of a solution, usually within days or weeks, to meet a specific high-priority combatant commander need. The scope of a combatant commander JUON will be limited to addressing urgent operational needs that: (1) fall outside of the established Service processes; and (2) most importantly, if not addressed immediately, will seriously endanger personnel or pose a major threat to ongoing operations. They should not involve the development of a new technology or capability; however, the acceleration of an Advanced Concept Technology Demonstration or minor modification of an existing system to adapt to a new or similar mission is within the scope of the JUON validation and resourcing process.

A 2012 press report states

"Flight International reports that the USMC plans to send 8 armed RQ-7Bs to Afghanistan as a combat demonstration program, after 94 “high-value targets” escaped during a recent Marine unit’s deployment, even though they were spotted by RQ-7s circling overhead. There isn’t always someone else on hand to fire."

"The goal is to arm the Shadows with guided bombs weighing under 25 pounds, which was cleared for treaty compliance (?!?) by the US State Department in July 2011, and reportedly followed by a $10 million December 2011 contract. Installation and certification is expected to take a year, followed by a $7 million follow-on contract for deployment. The magazine reports that the weapon isn’t Raytheon’s STM, MBDA’s SABER, or ATK’s Hatchet, but is “another guided weapon that already has been developed and fielded in secrecy."
