The "let liverpool decline" was about not spending more money on policing because of all the rioting there!!!!!!!!!!!!!!!!
It wasn't about, letting liverpool decline, it was about saying that spending vast amounts of money on foriegners who just burnt it all and needed lots of policing was an uphill struggle and why bother
