GERRYMANDERING means to change the political representation of a constituency through the changing of housing allocation in a particular constituency - this has been done and is now being done with significant consequences where the LABOUR PARTY controls the provision of housing and the LABOUR PARTY can thereby significantly influence the outcome of the vote in marginal constituencies through the allocation of houses and flats through their allocation by Registered Social Landlords (RSLs) like ‘the flagship’ RSL – NOTTING HILL HOUSING GROUP. That sounds like a fair point about council elections. But I've been on the BBC website and can still only find one MP listed for Kensington and Chelsea (Malcolm Rifkind, a Conservative who won with a 58% majority).
I'm happy to be corrected, but would like to know who the Labour MP for Kensington and Chelsea is who you describe.

Yes, there is only the one MP that represents the [very safe] parliamenary constitency of Kensington & Chelsea - represented by Malcolm Rifkind.
[An issue could be raised - should a Scotsman represent the UK Parliamentary constituency seeing that Scotland has its own Scottish Parliament.]
Yet the parliamentary constituency needs to be compared with the boundaries of the Borough of Kensington & Chelsea and you will see that there is another parliamentary constituency that is carved out of the north of the borough, namely, the parliamentary constituency of Regent's Park & KENSINGTON NORTH. Whilst there is one MP that represents the [ultra safe] political constituency of Kensington & Chelsea;
it is important to realise that out of the extensive boundaries of the [Royal(?)] Borough of Kensington & Chelsea are carved out two (2) political parliamentary constituencies of: 1. Kensington & Chelsea [Tory/Conservative], and 2. Regent's Park & North Kensington [Labour/Other Candidate].
The first parliamentary constituency is represented by Malcolm Rifkind (the Scottish barrister) and the second parliamentary constituency is represented by Karen Buck (the ex LSE, London Uni graduate -the same college attended by Cherie Booth/Blair).
In relation to the representation of Scottish MPs in the UK Parliament, it has been argued that as a Scottish Parliament is in existence, should Scottish MPs significantly affect major issues of policy in the UK Parliament if the constituents in Scotland are not affected by such policies from the UK Parliament. [In effect, the WEST LOTHIAN question!] This possibility has presently been ruled out without debate by the Lord Chancellor, Charles Falconer (the ex flat mate of Tony Blair). Yet this man is not accountable, as no one elected him, yet he is arguably the most important member of the Cabinet. He sits in Cabinet, he holds responsibility for all courts, all magistrates and all judges; he sits as 'the speaker' of the parliamentary chamber called the House of Lords - through which his ex flat mate's proposed laws are overseen and passed; he sits as the most senior judge in the highest court of appeal in the British Isles, called the House of Lords. His ruling is invariably the defining point of the rulings of the court, were he to sit in the court. He is also in charge of the Judicial Committee of the Privy Council and its staffing [Might this not also pose another potential major CONFLICT OF INTEREST? Private Interest to favour his ex flat mate and the wife of his ex flat mate who is a very close personal friend - in the event she submits a case for deliberation in that court - Public Duty to act impartially].
[As the gentleman originates from Scotland, many have argued that there is also a constitutional issue on his ruling on matters of constitutionality.]
It appears that these matters are of urgent importance and their consequences will be shortly raised by the most senior politicians - after all, Britain's [unwritten] constitution is a matter for us all - not just matters for the unelected to rule and by so doing dictate to us as to what we can or cannot enjoy!
In relation to the local Borough elections for political representation of the local Wards in the Boroughs, for representation by local Councillors, these local elections will be held on Thursday, 4 May 2006 [The electorate might witness a surprising result - if major issues are not addressed as a matter of the highest priority].

But is there a single Blairite who, through redemption, will ever deserve the respect earned by the late JOHN PROFUMO [the wealthy, ex Oxford graduate and heir to an Italian barony who became War Minister – linked to CHRISTINE KEELER. Keeler was involved sexually to John Profumo and Eugene Ivanov, a Russian spy. Keeler had a rum series of friends apart from Profumo and the Russian spy.

The CHAIRMAN of NOTTING HILL HOUSING TRUST was previously CHAIRMAN of the LABOUR PARTY. In 1998 he was given a LABOUR PARTY peerage by TONY BLAIR.
Immediately thereafter LORD TOM SAWYER was appointed as CHAIRMAN of NOTTING HILL HOUSING GROUP, including the once highly respected charity, NOTTING HILL HOUSING TRUST.
Prior to 2004 there was a massive scandal of corruption within the organisation, supressed in the mainstream media, where some 45+ valuable properties that were earmarked for vulnerable tenants from the 18,000+ properties of the housing stock were misappropriated by senior staff of the organisation. The Chief Executive, PETER REDMAN was compelled to resign paid with a 'secret' pay-off from the Chairman out of the substantial assets of the group. The Chairman was compelled to resign soon after.
Before his resignation, the Chairman groomed GERARD LEMOS who took over as CHAIRMAN of NOTTING HILL HOUSING TRUST.
He was funded out of the funds of NOTTING HILL HOUSING GROUP to initiate policies and commisioned to write publications that were blatantly political and were implemented into the CHARITABLE TRUST and all other REGISTERED SOCIAL LANDLORDS in the country - a blatant breach of TRUST LAW.
The organisation was and is now treated as the flagship Registered Social Landlord (RSL) in receipt of substantial government funding from the Office of Deputy Prime Minister (ODPM) based on Prime Ministerial agreement. The organisation and all other RSLs provide flats houses and properties to ALL the local authorities around the country. Clearly, the organisation is unheard of by many, yet it is linked to the very heart of government in an unaccountable way.
The overseeing functions have been separated by the ODPM - overseen by the AUDIT COMMISSION and by the ODPM. It appears that there is a very large OVERLAP between the COMMERCIAL ENTITY of NOTTING HILL HOME OWNERSHIP and the ostensible Charitable entity - NOTTING HILL HOUSING TRUST with its 21 charity shops in the most exclusive locations of London.
These and other entities are affiliates of the parent entity - NOTTING HILL HOUSING GROUP.
Ironically, there is no element of INDEPENDENT scrutiny of the CHARITABLE TRUST - NOTTING HILL HOUSING TRUST - as the Members or Shareholders of the CHARITABLE TRUST are appointed/nominated by NOTTING HILL HOUSING GROUP itself - they should all be BENEFICIARIES of the Trust - with an interest in the Trust!!!
A TRUSTEE has a LEGAL DUTY to act in the INTERESTS of the BENEFICIARIES!
The TENANTS of the CHARITABLE TRUST are not treated or referred to as BENEFICIARIES of a TRUST - the Directors being TRUSTEES of a LEGAL TRUST and the many legal obligations attached thereto!
Yet NOTTING HILL HOUSING TRUST referes to its BENEFICIARIES in the deogatory term as "CUSTOMERS" - thereby disguising or trying to DISGUISE its LEGAL RESPONSIBILITIES!

Does this mean that NOTTING HILL HOUSING TRUST are deceiving their tenants by deliberately putting them in RENT ARREARS to hundreds or is it to thousands of its vulnerable tenants and are senior members of the Trust tampering with and/or stealing the letters of vulnerable tenants?
Is it the case that the senior management are involved in tampering with the electricity and water and other services of those tenants, including the isolating of their electricity in the common parts of the property that will deliberately affect the complaining tenant in a concerted effort to try to get the tenant that complains in writing to quit their tenancy - ALL HIGHLY ILLEGAL?
Is it also the case that the senior management of NOTTING HILL HOUSING TRUST do not have the decency to respond in writing or to even ACKNOWLEDGE any letters to good tenants who are vulnerable that submit legitmate complaints that demand answers FROM the CHAIRMAN - GERARD LEMOS, the CHIEF EXECUTIVE - KATE DAVIES, and to the senior management of NOTTING HILL HOUSING TRUST?

QuANGOs, NGOs and 'independent' bodies whose head is invariably appointed by TONY BLAIR ensure that there is a lack of independence by the tried and tested method of political patronage appointments and yet to many the appointments appear as independent monitors that are in reality toothless against the major entities that need to be effectively and thoroughly policed. The acronyms QANGO and QUANGO, variously spelt out as QUAsi Non Government Organisation, Quasi-Autonomous Non-Governmental Organisation (QUANGO), and Quasi-Autonomous National Government Organisation have been used, notably in the United Kingdom to describe a range of organisations to which governments have devolved power. Confusion over the meaning of the acryonym has been reflected in confusion over the use of the term, and may have contributed to its decline in use.
The UK government's definition of a QUANGO is:
"A body which has a role in the processes of national government, but is not a government department or part of one, and which accordingly operates to a greater or lesser extent at arm's length from Ministers."
Since most of such bodies are in fact part of the government in terms of funding, appointment and function, the acronym does not work as a description - these are generally not non-governmental organisations with less autonomy than others. Quasi-autonomous non-ministerial governmental organisation (QANMGO) would be a better description.
The less controversial term non-departmental public body (NDPB) is now used to describe these organisations, in an attempt to avoid the pejorative associations of the term QUANGO.
There are hundreds, if not thousands of QUANGOs/NDPBs in the UK [1] (PDF). It is difficult to determine how many because some are the responsibility of devolved government. Before 1997, the incoming LABOUR GOVERNMENT promised to reduce the number and power of QUANGOs.
Some question whether this has happened as much as it could have. [See Mark Thomas story on Quangos (original version) (Also BBC News Article 2005/02/11)]
These appointed bodies performed a large variety of tasks, for example health trusts, or the Welsh Development Agency, and by 1992 were responsible for some 25% of all government expenditure in the UK.
Critics argued that the system was OPEN TO ABUSE as most QUANGOs had their members DIRECTLY APPOINTED BY GOVERNMENT MINISTERS WITHOUT AN ELECTION or CONSULTATION with the people.
The press, critical of what was perceived as the Conservatives' complacency in power in the 1990s, presented much material interpreted as evidence of questionable government practices.
Sections of the UK media ARE invited to briefings at 10 Downing Street and any or all briefings of all government departments - who determines this discretion? - why? - indirectly TONY BLAIR - dependant on whether the media writes up favourabe or non favourable stories. Should there be difficulty for journailsts to write 'the right' story perhaps to save time - prepared recommended presentations are available from the relevant press officers from which to write up a story to make the deadline.
