Tony Blair was told he was no longer a electoral asset after the European elections and decided to step down in favour "bad news" Beyers.
When Blair phoned Cheney to report he was instructed in no uncertain terms that he could not go until after the November elections in the US.
Blair obeyed and has now got the hang of staying even when he is not wanted.
After the election defeats this week he will insist on staying.
He will drag the Labour Government down with him as he is dragged kicking and screaming out of Downing Street after he looses the next general election.
