Apparently "the University's planning application [for a massive 1700 room development] has now been referred to the Secretary of State under the Greenfields Site Directive. We now need to convince him (of course it will be his minions and I need to check exactly who we need to talk to) that the application should be called in to public enquiry -stage 2 - (stage 3 is winning the public enquiry)."
