Under SOCPA* - the Serious Organised Crime and Police Act 2005 - New Labour has, in its infinite wisdom, seen fit to reverse the usual order of things. The idea that Parliament - from the French, parler, meaning to speak - should be a place where people can express their political views has been turned upside down by s132 which bans demonstrations and free speech around Parliament. Worse, the very foundation of our unwritten British Constitution - Parliamentary Sovereignty is now under threat. Under the proposed legislation - the Legislative and Regulatory Reform Bill or LARRF - an attempt is currently being made to give power to the Executive - meaning the Prime Minister - to CHANGE ANY LAW WITHOUT RECOURSE TO PARLIAMENT.

`The idea for the Fools Parade is to celebrate the wise fool and the ones who dare to speak out in the face of authority. We are the merry pranksters and the tricksters and jesters who dare to play with the accepted reality and turn the world up-side-down.
We plan to gather at noon on April 1st on the green near the London Eye Ferris Wheel. We particularly invite the young...for this is their future we are determined to protect. We particularly invite the elders for they have the wisdom coming from a lifetimes experience that carries dignity and lots of heart. Everyone is welcome, plus your dogs....
Invite all the fairy-queens and dandy imps and musicians and artists of playfoolness that can be contacted. Wheel chairs with bells on.....and flowers...pleeeze.....in yr hats n funny faces n all the ingredients of carnival. Accept the licence of Fools Day which was once the beginning of the new year...The early signs of summer call us to celebrate the return of life...again and again give thanks and protect your liberty with laughter and song.
Bring your offerings....and many thanks for the courage and creative declarations of freedom to laugh away our fears.
Bring delicious food to share.....vegan or vegetarian and organic and homemade as poss. It might be chilly.. get out your biggest flasks for shared hot drinks....bring your own cup'.
