State of Emergency in the Philippines
by Manila IMC 2/24/06

UPDATE! (2/28/06) University of the Philippines in Diliman, Quezon City was declared by a council of Professors, Students and Researchers a liberated zone, yesterday; offering physical refuge to those who may be arrested by virtue of the presidential proclamation 1017. The Council also declared the University as "an open space for public debate," and urged President Arroyo to step down.

UPDATE! (2/27/06) A seven-hour drama occurred yesterday night at a Marines headquarters in Fort Bonifacio, when a military officer protested against the sudden relief of their Commandant from his post. This caused a brief hysteria inside the Marine Headquarters that mobilized hundreds of marine soldiers out from their barracks, but would later return back to drop arms.

UPDATE! (2/26/06) The National Union of Journalists in the Philippines (NUJP) held a media gathering on Sunday to forge solidarity among journalists in condemning media clampdown under the state of national emergency declared by Gloria Macapagal-Arroyo.

MANILA INDYMEDIA-- A local newspaper was closed; peaceful protesters were violently dispersed, mass arrests of political dissent and curtailment of basic democratic rights were indiscriminately violated as President Arroyo proclaimed a State of Emergency yesterday afternoon.

Proclamation no. 1017 is a President’s declaration of State of Emergency that believed to be an order to take a direct totalitarian control to suppress political dissent against the regime. The proclamation was declared during the middle of commemorating the 1986 People Power anniversary after she assessed the national situation, saying that the Left, Right and Center is, "in tactical alliance and engaged in a concerted and systematic conspiracy to bring down the duly constituted government elected in May 2004."

President Arroyo was accused of rigging the 2004 elections that maintained her seat of power. She was also the sole authority who raised taxes of basic necessities, assassination of media persons and radical political personalities, cuddles gambling lords, and protects Military Generals who were accused of corruption. These acts of the President foiled unrest among the common masses, rank-in-file military soldiers and junior officers who called upon to oust her regime. Opposition politicians also joined the call to unseat the President from power.

Immigrant struggles climax in 11.000 strong demonstration in Belgium
by weird Global IMC 28/2/06

A 11.000 strong demonstration took place in Brussels on Feb 25, 2006, to demand the legalisation of the 150.000 illegal migrants living in Belgium, and an end to mass arrests, detentions, and deportations. The demonstration is the climax of years of struggle (since 1970) and migrant self-organisation to reclaim their rights: in early 2005 the Church of Minimes was occupied, and in October 2005 started the occupation of the Church of St Boniface in Brussels, that continues today.

After months of failed negotiations with the Belgian state, and under the threat of imminent deportations, some members of the occupation started a hunger strike to support their demands. In early February 3000 people demonstrated in Antwerpen for legalisation and 2500 in January demanded the end of children being in detention outside the Vottem detention center. In September 2005, about 2500 people gathered to commemorate the death of Semira Adamu, killed by police during her deportation.

Do Iraqi Civilian Casualties Matter?
by Les Roberts, AlterNet
Sydney IMC 26/2/06

The Scale of Civilian Casualties

"The deaths of civilians in Iraq may indeed add up to violations of the Geneva Conventions, especially Article IV. This became apparent to me last year, when I headed a multinational team of medical and public health researchers to investigate the scale of fatalities associated with the U.S. invasion of Iraq and subsequent violence.

Baby Bush go home?
by Arundhati Roy Melbourne IMC 1/3/06

On his triumphalist tour of this part of the world, where he hopes to wave imperiously at people he considers potential subjects, President Bush's itinerary is getting curiouser and curiouser. For his March 2 pit stop in New Delhi, the Indian government tried very hard to have him address our Parliament. A not inconsequential number of MPs threatened to heckle him, so Plan One was hastily shelved.
