In what was widely seen as a rigged ballot, Camden council tenants created shockwaves when 77% voted NO to privatization of their homes. This was despite the £283 million bribe if they said yes, despite the massive pro-privatisation propaganda from the council.
A public meeting was held Tuesday evening 10 February 2004 to consider the outcome and the way forward. Although of interest to the residents of Camden, people came from across London and from as far afield as Birmingham and Farnborough in Hampshire.
The first speaker was Dame Jane Roberts, neo-Labour leader of Camden Council. Having spent nearly £500,000 of taxpayers money to convince tenants to vote yes, she was now on the tenants side. The level of her new found commitment to Camden council tenants was seen by the fact that she left as soon as she had finished speaking. A further measure of the commitment, was the near absence of Labour councillors from the meeting.
Another speaker was a tenant activist from Tower Hamlets (east London). She told of how having been told no, the council kept returning with variations of the ballot in the hope of getting a yes vote.
A speaker from Unison said the campaign had the full backing of Unison and emphasised the importance of activists and trade unionists and tenants all working together.
Frank Robson MP arrived part way through the meeting. To warm applause, he told the meeting how he still lived in a council house and was proud to be a council house tenant. Probably the most important thing Dobson had to say was whether council housing was under the council or privatised, the money injected by the government had no different effect on public finances. The conclusion to be drawn that it was not a public finance issue, but Blair/Thatcher dogma to destroy public services. To his credit, Frank Dobson remained after he had spoke to hear what people had to say.
Many problems were raised, the bias in any ballot, the failure of government to provided finance to councils (finance that is available to privatised housing), the lack of real options on any ballot.....
But it is not all bad news. Tenants are voting NO, no matter what the bribes/blackmail from Neo-Labour, tenants still vote NO. When tenants hear the full story, they vote no, 200 councils are holding out and refusing to push their council tenants into the private sector. Unison have money available to support the NO campaign. Local branches should apply for this political funding. The Camden campaign could not have succeeded without Unison backing.
At least 130 MPs have signed an EDM (Council Housing Early Day Motion 116) supporting tenants’ demands for direct investment without strings attached. Has your MP signed? A new EDM has been tabled in Parliament, EDM 430 Investment and choice for council tenants. Has your MP signed?
Tenants are given three choices in a ballot, activists are pushing for a fourth choice (remain under the council). But the three choices (transfer to housing associations, PFI, or Arms length Management), are privatisation with slight variations, thus a single choice masquerading as choice.
It was suggested a real choice: stay with the council, privatisation, or direct tenants control of their estates.
One of the most important points to emerge was for groups across the country to liaise and share what they are doing, to work together.
Not mentioned at the meeting, but essential to stress that its importance cannot be overstated, privatization is part of the neo-liberal globalisation agenda. Under WTO/GATS, social housing is one of the 106 areas to be liberalised (ie sold off). If GATS goes through, social housing could be taken over by global corporations. It is essential therefore that opponents to council house privatisation recognise that this is not a little local difficulty. If they are opposed to council house sell off, then they must join the worldwide opposition to GATS.
The message that went out loud and clear Tuesday night from Camden Town Hall, was that if neo-Labour have not got the message with the 77% NO vote, activists will stand in the May local elections and kick them out of office.
Later a hard core discussed the issues further at the local pub.
On a council estate in Islington (north London), the tenants had working against them not only the council, or the housing association who wanted to acquire their houses, but also several tenants associations. The housing association was churning out videos, glossy brochures (even family away days), promising new kitchens and bathrooms, a clean up of the yobs on the estates. A tale very familiar and being told across the country. And as tenants who transfer find to their cost, a pack of lies.
A decade ago Rushmoor council tenants were told these fairy tales, rents would be kept low, repairs would be carried out, the sun would always shine. A decade ago people believed fairy tales and voted yes to stock transfer, and what was then Rushmoor council housing (estates in Aldershot and Farnborough), plus estates in Ash across the county border in Guildford, agreed to transfer to what was to become Pavilion Housing Association.
Ten years on, repairs are not being carried out, rents (once the rent cap had been lifted) are rising, yobs are terrorising the estates.
Tenancies are not secure. Pavilion are trying to flog a small estate of 28 maisonettes in Farnborough to a developer to enable the estate to be levelled for a car park for a superstore. This is part of an unwanted town centre redevelopment for which the council has unlawfully granted planning permission and abused the human rights of the tenants, and has threatened to serve compulsory purchase orders (CPOs) on anyone who gets in their way. This is now being challenged by means of a judicial review (in the High Court in London 12 February 2004).
Pavilion tenants are not taking it lying down, and are increasingly willing to challenge Pavilion either through the courts or simply by exposing their activities through the local media. Where they have lacked almost total support (there are some honourable exceptions) is through their local councillors.
But what the Pavilion experience demonstrates, is that no matter how bad it may be under council control, it gets a whole lot worse in the private sector.
That's why more and more tenants are voting NO as the message spreads. Birmingham threw £36 million at the problem, the tenants voted 2:1 NO, Camden threw £500,000, the tenants voted 3:1 NO. This is taxpayers money, money that could be spent on improving council housing stock.
There are beneficiaries of council house privatisation, its just that they are not the tenants – the executives on their fat cat salaries, the consultants with their extortionate fees, the bankers with their Shylock interest rates.
Defend Council Housing produce excellent campaign material, and it was the Camden branch that helped organise the NO vote in Camden and the follow up public meeting in Camden Town Hall. A national conference is planned for 27 March 2004 in London.

On Tollington Park, a council estate in Islington (north London), the tenants were told they would get new bathrooms, kitchens, the sun would always shine, and the estates would be cleared of yobs.
It has a remarkable similarity to a pact with the devil – sell me your soul and every earthly pleasure is yours.
Council tenants of Rushmoor sold there souls to the devil a decade ago, in their case the devil materialised in the form of Pavilion Housing Association. The pact included cleansing the estates of yobs.
A decade on, on just one estate, yobs are terrorising the estate. We are not just talking of mindless vandalism – a pet rabbit has been nailed to a door, a female has been dragged into a stairwell and raped.
The police are running snatch squads and trying to clean the scum of the streets, and to their credit, Pavilion are trying to do something, if only to protect their own property, but they are not doing themselves or their tenants any favours, when they warn off their wardens from liaising with activists on the estates, labelling them as bad news.
The one group who are not doing either themselves or the tenants any good at all are the local Labour councillors, they appear to be in self denial, pretending there is not a problem at all, and it is all down to tenants' exaggeration.
This is just one estate. Others are experiencing similar problems.

ALMOs are neo-Labour's latest ploy to con council tenants into back-door privatisation.
Council stock is transferred into a company which is owned by the council. This is a long way down the road towards privatisation. The housing stock is now neatly parcelled up into a company, all ready for sale a few years down the line.
If this all sounds familiar, it is. Thatcher used the same ploy to separate out bin collection and other council services. And what then happened to these council services? Yes, you have got it in one, they were all sold off. And now they are owned by Big Business.
Why go to all the time trouble and expense to set up an ALMO, why would neo-Labour offer to injenct £283 million of taxpayers money, unless the end game was not privatisation?
What happens if the ALMO runs out of dosh?
We already have the answer. In Westminster, the council have told tenants on two estates they are being transferred into the private sector, in Hillingdon, the council plans to sell off 100 houses a year to balance the books.
Setting up an ALMO is not like picking up an off-the-shelf company for a £100 for tax fiddles. Ashfield's ALMO cost £2 million to set up, Leeds spent £1 million just on the management. All of which is taxpayers money, money that could and should be invested directly in social housing.
And then there are the corporate logos and corporate image which all corporate clones love to waste oodles of money on.
Then there are the fat cat salaries, the accountants, the consultants ....
Ah, but don't we get tenant directors? Well you may, but under company law, their first duty is to the company.
Which ever way you look at it, an ALMO is a great big NO, NO. Which is why when Camden tenants looked at it, 77% voted NO, and in doing so wrecked neo-Labour's housing policy, if it could be described as a policy.

This company (Wrexham Housing / Tai Wrecsam) will have a Chief Executive whose salary will almost certainly be in excess of £70 000 p.a., and a board of 15 : five 'independent experts' (including a former head of a HA on the Wirral), five 'council representatives' (who will be picked on grounds of political patronage - the five appointed to the Shadow Board comprise 3 NuLab, 1 Tory and 1 so-called "Radical") and five "tenants' representatives", who will be in a permanent minority and who will, as has been pointed out, have their first loyalty to the company rather than the tenants.
Over the past eight months, we have been bombarded by propaganda from the Council (paid for by our rents and council tax) telling us how awful things are now (like, we didn't know) and how everything will be rosy and golden once our homes are handed over to the privateers.
The scare-mongering has been rife : "Oh, if there's a 'No' vote, we'll have to close estate offices and charge pensioners for doing their gardens, etc". Funny thing, I looked at the propaganda pumped out by N.E. Lincs ouncil & Kingston-Upon-Thames (who are trying the same con trick on their tenants) and that threat was in their lie-sheets as well, word for word. And it's always useful to scare the old folk, isn't it?
Tenants opposed to the transfer have not had access to any of the > £800 000 the Council has so far thrown at the campaign, in the form of newsletters, glossy brochures and a video which was so bad that it would win a Bafta if there were one for "Most obviously scripted conversations of the year". It included the obligatory elderly lady and Afro-Caribbean as 'tame tenants' putting carefully scripted questions to Council officials, who should never contemplate acting as a potential career move. We have had to try to get our message across somehow at public meetings and through the media (not easy when the only local newspaper publisher (North Wales Newspapers) has had its tongue up the Council's jacksie for years).
The propaganda has been a combination of empty promises, half-truths, downright lies and smears of those campaigning against transfer as being "very political". No attempt has been made to fairly put the arguments against transfer, in clear breach of the National Assembly Government's own guidelines.
The "Tenants Association" (a body which has hardly ever made a peep about Wrexham County Borough Council's long-term neglect of housing) employed an "Independent Tenants' Advisor" i.e. a PR firm (paid for by WCBC) whose only purpose is to spew out the same load of crap that the Council gives us.
Democracy (even the bourgeois kind) is more than just being allowed to vote : if it were no more than that, then Saddam's Iraq was democratic. It means that those voting have to have easy and widespread access to *all* the views on offer, not just the line that the regime wishes to peddle. This ballot cannot be called democratic by that definition. Not that that has ever bothered NuLab, of course. As The Bliar says, "Whatever works".
The response of our MPs in the county (Martyn Jones & Ian Lucas) has been what you'd expect from NuLab : This is The Way, The Truth & The Life in accordance with the Gospel According To Saint Tony Of Basra. One of the National Assembly members (Karen Sinclair - also NuLab) has parroted the same bilge. Only John Marek of our local politicians has backed the campaign against privatisation - but then, he was deselected by NuLab for daring to criticise the Council, stood as an independent in last year's elections, and humiliated the Stepford Wife that NuLab put against him.
Last week, WCBC decided that, despite the lies, despite the cost and despite the strong opposition to the scheme, they would push it through to a ballot without making one single change to the policy.
The ballot will take place shortly, with a deadline of 12th March 2004. We must secure a 'No' vote to force NuLab to think again - like, how about giving that public money to the Councils who can do the job cheaper, rather than throw it at a private company? These are our homes - we want to stay in the public sector.

Guildford say NO to council house transfer

Tory run Guildford (stockbroker belt market town in Surrey south of London) has said NO to council house transfer. It did not even get as far as a ballot, their initial consultation exercise indicated there was no enthusiasm from their council tenants for transfer to the private sector.
