You presumably have no objection when Fat Boy Kim in the North orders his starving minions to launch test missiles disguised as satellites, or even conduct nuclear tests but if the South pursues its peaceful space programme, you want to organise a protest (or a "picket" as you normally brand it when only one person turns up).
