It's about time we took them back from the regime.
It's perfectly legal under these circumstances under PCEA 1984 to arrest a police officer for what they did here. The two preconditions are:
1. It appears to the person making the arrest that it is not reasonably practicable for a constable to make the arrest instead.
... well thats obvious under the circumstances.
2. The arrestor has reasonable grounds for believing that the arrest is necessary to prevent one of the following: The person causing physical injury to himself or others, the person suffering physical injury, the person causing loss of or damage to property, the person absconding before a constable can assume responsibility for him.
... causing physical injury to others.
Statute does not distinguish police officers from other people, rightfully so.
Having done this in the past myself and disabled the officer (much to the officer and his partner's surprise) after he attempted to haul my pregnant wife out of a car, dragging her onto the floor [1], it's justified in a lot of cases.
[1] I was stopped on a routine check and dared to ask why I'd been pulled over before I got out to ensure it was a lawful stop.

Disabled people are NOT exempt from being arrested. They guy refused to be arrested so they took him down by force. Disabled != a free rein to do what you want
