What on earth is george osbourne bleating on about now?!

See link below. George Osbourne has spoken out against a Robin Hood tax, claiming bankers wouldn't pay a penny but it would be crippling for pensioners. Can anyone please explain what the basis is for these claims? I don't doubt for a second that this is political rhetoric designed to (poorly) mask tory contempt for restrictions on the financial sector, but I can't work out what his line of argument even is? And without understanding his his lies and spin we can't expose them. Thanks.
