The word squatting could mean just about anything, including staying in your own home after you have lost your job, and the banks need the new laws to get you out and sell the property.

The planned law reads (on page 36 of the response to the consultation):
The new offence will be committed where a person is in a residential building as a trespasser having entered it as a trespasser, knows or ought to know that he or she is a trespasser and is living in the building or intends to live there for any period
Clarke's made an amendment and added it to the legal aid bill-

No, the price of housing is set by market forces not by banks. If people did not have the money to buy at the prices houses are sold for then they would become cheaper. Banks lend money they do not set house prices.
