The fake Barack Obama birth certificate

The US Whitehouse has released a document which it says is Barack Obama's birth certificate, but the document is clearly a fake.

I have no interest in whether Obama was born in the US, or not.

However, this document is clearly a fake, as you can see from the attached
enlargement of the version from the Whitehouse website here:

The certificate number has been tampered with, by using Photoshop (or a similar
program) to cut and paste the number "1" to create the number "1" at the end of
"10641".

So, the question is, why was this done and whose purpose does it serve?
