Why no charge?

Why has the Pastor not been charged with incitement to murder? Are United Nations people going to have to organise their own punishment hit. Or are they relying of the Taliban to do it for them.

There was a proposal, when the Pastor was first threatening to burn a Koran, that American Christians should burn Bilbles in Solidarity with the Koran, if he did.

Now that he has, Inciting murder shoud be as punishable as murder. Do they have the death penalty in the State where the Pastor did the burning?
