First for it to succeed, it requires failure of political nous, or sensitivity, whereby the government does some things that are perceived to be so unfair, that a critical mass of people react against it, and get angry. Second for it to succeed it requires a perception that the police are incapable of effectively stopping mass protest, and they do not have the full unequivocal support of government. It is the perception that matters, not the reality.
