'Supplementary Questions' - Lockheed Martin and the English census
SP | 07.03.2011 22:23 | 2011 Census Resistance | Anti-militarism | Oxford
"Do you think that paying an arms manufacturer £150 million to run a census is a good idea?" "How do you feel about being legally obliged to give your personal data to international arms dealers?". These are the questions we should be asking...
Folks! You are probably already aware that the census in England and Wales, happening in the next couple of weeks, is being run by part of American weapons manufacturer Lockheed Martin. They make Trident missiles, warplanes, bombs, and own a major part of AWE, the UK atomic weapons facility.
There hasn't been a lot of mainstream publicity about Lockheed Martin's involvement in the census. Please free free to print and distribute the attached publicity in your local area, (edit as required) to raise some awareness. Copies in various formats are linked to below (jpg, pdf, odp).
It is up to individuals to decide whether they wish to take part in the census, but they should be aware of who they are supplying the information to.

To whom it may concern,
Due to the extremely intrusive nature of the questions contained in the attached, returned, questionnaire, I find myself unable to answer any questions due to security reasons.
These security reasons include, but are not limited to: Security concerns over data confidentiality, personal identity security, concerns for personal preferences and liberties in case of unauthorised disclosure to a third party, loss of trust and confidence in the government and/or its agents to be responsible for the security of my personal and/or family’s data.
Any further correspondence with regards to any sensitive, personal data will not be entered in to whatsoever.
(shamelessly nicked from a blog I can no longer find!! - apologies to the rightful creator)
No one has properly answered the question "If the US Govt pulled the patriot act on Lockheed, do they have to disclose ALL of the census data to the US Government?"
I know that is an unlikely scenario, but one that makes a mockery of any kind of data protection we may think we have!

boycotting the census + avoiding prosecution
09.03.2011 17:28
"...ONS follows a policy of only prosecuting in cases where it has obtained clear and sufficient evidence of a refusal that more or less guarantees success in the courts. Measured by this yardstick, the 2001 Census non-compliance exercise may be deemed to be a success since only 1 out of the 38 cases heard to date has been dismissed."
That's from the horses mouth:
http://www.statistics.gov.uk/census2001/noncompliancees.asp
(that link has lots of useful info on their procedures)
In other words, out of the unknown number of non-compliers, only 38 were prosecuted, and 37 of those were found guilty.
I also found this in another report:
"The comparatively low prosecution rate for noncompliance
in the 2001 Census was the result of several
factors stemming from particular circumstances prevailing
at the time of the Census. But a key factor was undoubtedly
the difficulty encountered by the field staff in obtaining
sufficiently good quality documentation and interviews
under caution in proper accordance with the Police and
Criminal Evidence Act Code of Practice that would be
necessary to satisfy a court."
So, in other words, avoid the people who come round to knock on your door and follow up. If you can't avoid them, remain completely silent and don't talk to them; you could pretend you don't understand the language, or simply shut the door on them. Eventually they will have to give up.
If you want to avoid prosecution DON'T say anything that could be construed as evidence that you have received a census and refused to complete it - unless you prefer the strategy of being completely up-front, explaining your reasons, being a conscientious objector etc. Which also has merit, but it's up to you.

* Lockheed Martin UK are a seperate company to Lockheed Martin for legal reasons
* Lockheed Martin UK have held the contract and processed the 2001 census
* You dont mention the fact that LM UK provide the critical services to Police, 999, NATS and several other key systems. if they want your data, they can already access it
* The contract for this census was awared in 2008 so why did no-one complain then?
* The contract award was made by the previous Labour government providing more evidence why we have a deficit so large
* The content of the census (i.e. questions) were defined by the previous Labour government and it was too late for the new government to change
Any others? i wish people would think before they bitch about stuff!! If you're really bored, read the contract award notification from ONS: http://www.ons.gov.uk/census/2011-census/news-and-events/press-release---census-reaches-contract-award-milestone.pdf

* Lockheed Martin UK are a seperate [sic] company to Lockheed Martin for legal reasons
Company structure suggests they are owned by the Lockheed Martin Corporation [ http://www.lockheedmartin.co.uk/about/structure.html]. This seems to be confirmed by Wikipedia "Lockheed Martin UK (LMUK) is a wholly owned subsidiary of Lockheed Martin" https://secure.wikimedia.org/wikipedia/en/wiki/Lockheed_Martin_U.K.
* Lockheed Martin UK have held the contract and processed the 2001 census
So? Just because they did it before, it doesn't make it right.
* You dont [sic] mention the fact that LM UK provide the critical services to Police, 999, NATS and several other key systems. if they want your data, they can already access it
This argument does not make it OK for Lockheed to be providing these systems, or the census (which is a very different data set)
* The contract for this census was awared [sic] in 2008 so why did no-one complain then?
Maybe people weren't aware. What's the time limit for complaining?
* The contract award was made by the previous Labour government providing more evidence why we have a deficit so large
Don't understand what this has to do with the census.
* The content of the census (i.e. questions) were defined by the previous Labour government and it was too late for the new government to change
Again, don't see what this has to do with it. You seem to want to turn this into a party political issue - nobody else on this thread has done this.
