The outer perimeter fence has been raised to about 20 feet in places and there is an inner fence. The fence is also being patrolled by Group 4 guards. You get the impression that something has spooked E.ON – could it be that once Kennedy was compromised and E.ON’s consultants (Global Open and Rebecca Todd) were exposed, they could no longer rely on being tipped off about an action?
