It is an extension of a proposal several centuries earlier, by another famous Irish writer Jonathan Swift, who in a Modest Proposal, "For Preventing The Children of Poor People in Ireland, From Being Aburden to Their Parents or Country, and For Making Them Beneficial to The Public" offered a solution to Ireland's abject poverty, which would have been more humane, relative to what actually followed in the Irish famine, which wiped out more than half the Irish population and most of its children in a British engineered holocaust bigger than the Nazi one in Europe later.
