Spamhaus block, can it be used for censorship?

Riseup.net email has been down for 4 days. They claim it is due to a Spamhaus block.

There is a huge backlog of messages over the past 4 days and it will take some time for everything to be delivered. Please be patient.
Outbound mail is down

Due to the spamhaus block we have suspended outbound mail as it would bounce in most cases. Currently any mail from riseup users or lists will be queued and delayed. Once the block is lifted we'll renable outbound mail and everything will go out. Sorry for the delay.

Looking at the Spamhaus Project it has some disturbing associations.
