"Stopping nuclear proliferation cannot be addressed purely by conventional diplomacy. We need intelligence-led operations to make it more difficult for countries like Iran to develop nuclear weapons," Head of MI6 John Sawers said in the first public speech by a serving UK secret intelligence service chief.

The SAS is training police to respond to a Mumbai-style shooting after discovering that special forces are unlikely to be able to deal with such an attack.

Analysis has shown that the SAS would not make it onto the scene in time to prevent most of the deaths if terrorists launched a commando-style shooting spree in a major British city.

John Yates, Britain’s most senior counter-terrorism police officer, has persuaded the government to buy better weapons for police firearms units across the country which will also get training from special forces.

The Specialist Firearms Command at Scotland Yard, known as CO19, already has officers in armed response vehicles trained to use the Heckler and Koch G36 assault rifle along with expanding hollow point “dum dum” bullets which are better at stopping targets.

There has been resistance from other forces to adopt such “paramilitary” weaponry but Mr Yates has told chief constables that they need to be ready to deal with such an attack. [...]

In Britain police firearms officers would be expected to shoot to kill in order to prevent terrorists entering a major building. [...]

The Daily Telegraph reported last week that the government’s Strategic Defence and Security Review had decided to improve the firearms capabilities of police armed response units and support their work with specialist military units to improve their response to a Mumbai-style terrorist firearms attack.
