Communications House Immigration Reporting Centre looks like an anonymous government building. But it is a place of fear for asylum seekers and migrant workers, who are told to ‘sign on’ there monthly, weekly or even daily to restate their claim. This is not just like signing on at a dole office, though, as those reporting never know if their visit will end with arrest and being taken to a detention centre for deportation.

Communications House is itself a prison, with cells. Officially. The Chief Inspector of Prisons remit covers 'Short Term Holding Facilities' of which Communications House is one.
