Copenhagen showed up the need for new social change strategies.

How can governments be made to act responsibly? Campaigning, lobbying, protesting and demonstrating, while necessary are unlikely to produce adequate policy and action. Companies and corporations can be directed and controlled by citizens' initiative and referendum (I and R).

Experts and concerned groups must modify their tactics in order to inform and appeal directly to the electorate.
