Abhishek Kadyan, Media Adviser to the OIPA in India | 25.06.2009 14:48

The Govt. of India introduced the Prime Minister Employment Generation Programme - PMEGP but implantation of this scheme have some errors yet to be rectified claimed by Naresh Kadyan.

Kind attention :- Sh Dinsha J Patel,
Minister of State (Independent Charge) Micro, Small and Medium Enterprises,
Govt. of India, New Delhi.

Sir,

Kindly refer to the Prime Minister Employment Generation Programme - PMEGP scheme introduced by your ministry in the interest of public but the implementation of this scheme became sick at initial stage. Let me introduce some silent features of these defects

* Khadi and Village Industries Commission define rural industries definition....Why for KVIC or KVIB not implemented of GM, DIC????
* KVIC Nodal agency and KVIB are not eligible to process the applications for urban area's, where as GM, DIC is eligible to process the rural and urban both, Why??????????.
* Where are the participation of punchyati raj institutions / Nehru Yuva Kendra and other organizations in the interest of scheme / public interest?
* GM, DIC authorized as a member convener of the District Task Force Committee but why not KVIC or KVIB ?
* There are no time limit for banks to consider, review and decide the proposals sponsored under PMEGP scheme, Gurgaon Gramin Bank, Banchari - Palwal in Haryana responsible for badly delaying the proposal recommended under PMEGP, applicant got approved his site from the DTP and then obtained NOC from the Pollution control Board but Gurgaon Gramin Bank, Banchari branch kept this case unattended with hidden interest / agenda, if they needs -required any formalities, completion of any terms and conditions, then the same may be comply with the other legal formalities, side by side Gurgaon Gramin Bank, Khami branch manager refused to accept the case under PMEGP.....Why????????
* EDP training not effective due to pick and choose.
* Negative list amended order circulated late then what will be the status of the applicants recommended by the DTFC to the concerned Banks keeping in view the previous negative list.
* KVIC extended period up to June 30th,2009 to sanction and disburse the margin money but due to negligence of the Banks....why applicant may suffer the undue burden of interest on him, if concerned Bank failed to process the application in time????
* Registration of applicants became mandatory then why implementing agencies wait for any targets....budget allocations, registration of the applicant should be ongoing process....budget allocations / targets are the internal matter of the implementing agencies then why applicant suffers and wait?
*There are so many applications pending with the implementing agencies received after March 3rd,2009 then to dispose off these applications, the concerned authorities are waiting for budget allocations / target....Why?, Please direct the concerned authorities to immediately placed all applications before the District Task Force Committee and all Chairman of the DTFC be directed to ensure their presence during the DTFC meetings.
Hence you are requested to allow our deputation to meet you in person to disclose the many other hidden errors of the implementing agencies.....in the interest of public.
