I've done the "D'Hondt" calculations which are below, which allocates the first seat to the party with the highest vote, then second and subsequent votes in the same way except that where a party has been allocated a seat their original total is divided by 1 plus the number of seats already allocated to that party.
Isn't it clear that it weren't the Green Party that was close to getting seat 8 it was in fact UKIP. If you take UKIPs 130,870 votes (after it had been divided) from the BNP votes 132,094 you get 1224 votes difference in this proportional vote allocation system.
TORY LAB UKIP LIBDEMS BNP GREEN
423,174 336,831 261,740 235,639 132,094 127,133
1
211,587 336,831 261,740 235,639 132,094 127,133
2
211,587 168,415.5 261,740 235,639 132,094 127,133
3
211,587 168,415.5 130,870 235,639 132,094 127,133
4
211,587 168,415.5 130,870 117,818.5 132,094 127,133
5
141,058 168,415.5 130,870 117,818.5 132,094 127,133
6
141,058 112,277 130,870 117,818.5 132,094 127,133
7
105,793.5 112,277 130,870 117,818.5 132,094 127,133
8
Thus Tory 1st, Labour 2nd, UKIP 3rd, LibDems 4th, Tory 5th, Labour 6th,
Tory 7th, BNP 8th.
If there had been the 9 seats available (2004): UKIP would have got the 9th seat
not the Green Party.
105,793.5 112,277 130,870 117,818.5 66,047 127,133
9
If there had been 10 seats: Then and only then would the Green Party have
got a seat.
105,793.5 112,277 87,246.6 117,818.5 66,047 127,133
