London First G20 Briefing – E-Bulletin 2:

Following on from our briefing yesterday with MPS Chief Superintendent Ian Thomas (Commander of CO11) and City of London Police Assistant Commissioner Frank Armstrong, we can now summarise the following updated information. (Please be aware that information can change rapidly and to stay connected to updates.)

A large international conference with global leaders will be taking place next week on Thursday 2nd April in London called "The London Summit 2009" or ‘G20’. This will involve 38 international delegations and a large volume of counter-demonstrations throughout the week (Saturday 28th March – Thursday April 2nd).

Although the police are keen to emphasise that it is ‘business as usual’, they and/or we are advising that staff:

• think about dressing well down
• keep mobiles and blackberries well charged with key numbers inputted
• consider possible disruption and high people volumes coming through and congregating at city and East transport hubs including particularly: Liverpool Street, Fenchurch Street, Bank and Cannon Street – and interlinking roads
• be extra vigilant around visitors and access points – do not wear id badges or lanyards
• ensure locks, keys, entrances, exits and emergency exits are fully functioning
• are aware that glazing near demonstration areas may be vulnerable
• do not drive or park cars in or near any of the planned protest routes

Monday 30th March: arrival of some heads of state
Tuesday 31st March: late afternoon/evening Mexican President at Skinner’s Hall and Guildhall
Wednesday 1st April: ‘Financial Fools’ and ‘Fossil Fools’ demonstration and the City Climate Camp begins – in the main thoroughfares of the City
Wednesday 1st April: Fossil Fuels and Stop the War protests in Westminster and Trafalgar Square at the same time as official receptions for state delegations in central London
Locations: Stop the War (Bank); Climate Change (Bishopsgate); Land reclaimers (Cannon St); Finanical/Money (London Bridge/North side)
Thursday 2nd April: Stop the War March moving from Grosvenor Square (2pm), Regent Street, Haymarket, Pall Mall to Trafalgar Square. Trade Unions, Free Tibet and more anti-capitalist focused groups plan to move from central London and city out to east London to protest against the Summit

G20 Background


On 1 April, the official international delegations with Heads of State will attend receptions and dinners at Buckingham Palace and 10 Downing Street, which is likely to generate increased people and traffic volume in Westminster, the Mall and surrounding areas.

On 2 April 2009, world leaders from around 38 nations including US President Barack Obama, the Russian and Chinese heads of state, plus the European Union and several major financial institutions, will then attend the main summit meeting at ExCel in East London to formulate a G20 strategy for the economic downturn.

Other high-profile financial sector attendees will also include the Managing Director of the International Monetary Fund (IMF), the World Bank President, plus the chairs of the International Monetary and Financial Committee and Development Committee of the IMF and World Bank.

Together, the member countries of the G20 represent around 90 per cent of global gross national product, 80 per cent of world trade (including EU intra-trade) as well as two-thirds of the world's population.

Led by the UK, the Group’s aim is to restore stability and stimulate global economic growth and to reach international agreement on:

• coordinated actions to revive the global economy - to stimulate growth and employment
• reforming and improving financial sectors and systems - to deliver progress on the Washington Action Plan to build better financial systems
• principles for reform of international financial institutions (IFIs) - the International Monetary Fund, Financial Stability Forum and World Bank.


Past examples

G20, G8 and G7 meetings have been sometimes witnessed eruption of tensions and larger scale violent demonstrations beyond the realm of normal legal protests.

Being a global economic forum, the event in April 2009 will attract international demonstrators and anarchists, who are potentially more voluminous and lively than fringe UK domestic groups.

For example, the following was found on a recent webpage:

‘The combination of the recession, the inspiration of the Greek anarchists and the G20 summit being in London on April 2nd gives us the opportunity to mobilise far larger than usual numbers on to the streets. The TUC and NGOs are already planning marches for the day plus our good friends behind J18 are organising a BEHEADING OF CAPITALISM action.’[1]

In the past, some protests around similar meetings have turned violent, such as for example in Melbourne in 2006[2], where

‘About 2,000 chanting protesters have marched through Melbourne towards the venue of the G20. A police van has been destroyed and barricade lines broken as the protest turns ugly. Protesters have thrown glass bottles, flares and steel rods at police, and upturned barricades were also hurled at police in riot gear. Police officers on horses were forced to move away from protesters after some kicked the legs of the animals. The crowd rushed after the horses but were stopped at a barricade blocking streets to the G20 summit, which is being held at the Grand Hyatt Hotel.’


Numbers

Around the G8 meeting in 2005 in Gleneagles there were major security threats costs of security arrangements were estimated at £100 million.[3] In Gleneagles 225,000 protesters took to the streets. In 2001 in Genoa, Italy, 200,000 protesters took to the streets. Also, it is worth considering the international political dimension: for instance, China’s attendance may provoke added demonstrations around Tibet, which in turn can be met by counter protests by pro-Chinese government supporters (see country listings below).
