The proposal by the Italian Prime Minister, Silvio Berlusconi, to reform regulations to allow the parliamentary leaders of political groups vote for all members of their group yesterday provoked angry reactions from the opposition and widened the gap between (a few months ago) the prime minister of his main ally, Gianfranco Fini, who described the reform with the Constitution.

Berlusconi launched the proposal with the intention of expediting the parliamentary procedures. In its draft, the heads of parliament would exercise a power of representation of the group. The Member who does not agree with the decision of the head could simply express their dissent by voting against it. The proposal fuels controversy arose concerning the alleged misuse of the instrument of decrees by the executive to overcome the chambers or court rulings.

Dario Franceschini, a new secretary of the Democratic Party, ironically said "Instead of voting in four heads of parliamentary groups, we could directly put a key in the office of Berlusconi and vote for himself. For Berlusconi everything seems to be an obstacle to enlightened action of government including the Parliament ... and the president, "he said.
