(AGI) - Rome, 24 Feb. - In Villa Madama prime minister Silvio Berlusconi and president Nicolas Sarkozy signed a nuclear power cooperation agreement between Italy and France. This should pave the way for the construction of at least 4 third generation Epr nuclear power stations within the next tem years. Furthermore, Enel is gaining strength on French territory. After entering into the Flamaville power station, Enel will gain an equally large stake (12.5%) in the new power station located in Penly, in Normandy. The agreement "sets the foundations for a European nuclear policy" and with it Italy and France aim to "harmonise their long term positions". Fulvio Conti and Pierre Gaddoneix then signed two memorandums of understanding between Enel and Edf.

In November 1987, a year and a half after the Chernobyl disaster, the Italians decided by referendum to an end to nuclear power in their country – a decision that Silvio Berlusconi promised to reverse during his election campaign. Since his re-election it seems that this indeed will happen and Italy will once again build nuclear power stations on its soil and water leak that happened on the 4th June in the old power station at Krsko in Slovenia, does not appear to make a difference to that decision.

Since the Franco-British summit in March this year, the two European nations with the most Nuclear power stations have formed a strategic alliance to work together to build more nuclear sites and France, where 50% the country’s energy comes from its fifty-six nuclear sites, has ambitions to become Europe’s nuclear ‘leader’.
Towards an end of nuclear power in Germany

The French position is in stark contrast to that of the German government who have announced plans to move away from nuclear and progressively close its nineteen facilities by 2020. It doesn’t seem that this decision is going to change, but appears somewhat at odds with the hesitant tiptoeing of Chancellor Angela Merkel who has expressed several doubts as to the new ‘ecological’ coal-based power stations, to ensure a smooth energy transition.
Atomic scandals

Meanwhile in mid-April Spanish newspapers uncovered in a scandal. After a radioactive leak, during a maintenance operation on the 26th of November at the Ascó facility in Catalonia, it emerged that the electricity group at the factory had completely under-estimated the extent of the incident. The leak had actually contaminated an area of some 30 kilometres around the reactors. According to El Pais, “this incident was amongst the top four most serious incidents in Spanish nuclear history”.

As of 2007 Spain had eight functioning nuclear power stations, generating around 22% of the country’s electricity requirements. Yet, during the 2008 election campaign, Zapatero declared that he would like to reduce the country’s reliance on nuclear power and instead make a “collective effort” to move towards renewable energy sources.

About nuclear plan in Italy.

Stated at "La Repubblica", 2008 March 17, Edison group has a ready-to-start nuclear plane, within the aim to reduce CO2 emissions to join UE directives. Now The Edison group is a corporation with participation from Italy and France holding and financial groups. Till 2008 March 17, Edison's shareholder are :

The Carlo Tassara Spa, was in the beginning a steel industry (1865), became a holding in the late '70 (1979), controlling Montedison at the beginning of the new millenium (2001).

Actually Carlo Tassara Spa participate in :
- Mittel spa 20.119% :: holding dealing with private equity and estate investiments. It controlls : Mittel / Generale Investimenti Spa / Mittel Investimenti Immobiliari Srl / Mittel Partecipazioni Stabili Srl (the latest possessed participation in Banca Itesa)
- Metalcam spa 48%
- Mediobanca 2.206%
- Assicurazioni Generali 2.273%
- Intesa San Paolo 5.897%
- Edison 11.094%
- ASM Brescia 2.857%
- UBI Banca 2.282%
- Monte dei Paschi di Siena 2.002%

Since the major Edison's partner, Transalpina di Energia Srl (61%), is controlled by Électricité de France (EDF) and Delmi and since participations in Delmi are:

- Enia 15% :: Parma, Piacenza and Reggio Emilia multiutility
- Sel 10% :: Bolzano multiutility
- Dolomiti Energia :: Trento multiutility
- Mediobanca 6%
- Cassa di Risparmio di Torino 5%
- Banca Popolare di Milano 3%

Mediobanca recurses and inside its shareholder we find
- Unicredit Banca 9%
- Carlo Tassara Spa 2%
- Mediolanum 3%
- Fininvest group 2% - Berlusconi's family
- Benetton group 2% - Benetton's tamily
Fininvest posses 35.130% of Mediolanum and it is at the edge of its administration.

Till now, maybe that the president of Italian parliament Berlusconi has some economical interests in the italian nuclear plane. Don't you think?
