Tesco and BP Discriminating against Local Workers

Tesco and BP are both operating secret recruitment practices which exclude local workers from applying for local jobs in favour of workers brought in from abroad.
Tesco: Only management positions are advertised on its website, shop assistant positions are not advertised on Jobcentre Plus or anywhere. How an application can be made for a position is a mystery.
BP: its retail arm BP Retail UK does not have a web site, it uses an employment agency maccarthyrecruitment.com but again only management positions are advertised. Shop assistant positions are not advertised even with Jobcentre Plus, these positions are filled by a mystery process which excludes local workers.
The law does not state that vacancies have to be advertised but failure to do so could constitute a discriminatory act if prosecuted.
