Naresh Kadyan, Representative of OIPA in India | 25.01.2009 11:41

People are not sensitive towards animal rights & their welfare, where as enforcement agencies do not know the laws related to animals here in India. If a person commits any crime against animals as per section 3, 11 (except three sub sections cognizable) & 38 then administration have to obtain a arrest warrant from the competent court & the punishment is very minor, that's why people do not bother this act. PFA Haryana & OIPA INDIA demands the immediate review & amendments....

Killing a dog can land you in jail as a retired subedar has found out.

Devi Baksh Tiwari, a retired subedar, was arrested on Friday and booked under Prevention for Cruelty to Animals Act when he killed a stray dog.

The incident occurred when Tiwari was chased by a stray dog when he was on his way to his kin's residence in Prem Nagar locality on Wednesday night.

Tiwari said that he initially tried to shoo away the canine but when the dog attacked him and attempted to bite, he shot him with his licensed weapon, they said.

Some local residents, who witnessed the incident, informed the cops at Krishna Nagar police station, who lodged a case against Tiwari under section 11 of Prevention for Cruelty to Animals.

The licensed DBBL gun of Tiwari has also been seized by the police.

Tiwari, who hails from Faizabad district, was working with a private security agency after he retired from the army, they said, where as the representative of the International Organization for Animal Protection in India Naresh Kadyan, Chairman - People for Animals Haryana suggest the Police to read section 11 with 428 - 429 Indian Panel Codes & he further demand that the P.C.A. Act, 1960 should be reviewed & amended with out any further delay.
